BT-114 – Budget Execution Analyst
Skill Level: Subject Matter Expert
Location: Bethesda (fully on-site, no remote option)

Key Responsibilities: Provide expert insights to support analysis and reporting of financial activities and budgets. Assist in crafting spend plans and monitor financial execution activities. Record and track interagency agreements for financial transactions. Document financial commitments, obligations, and expenses accurately. Prepare and process transactions, verify and certify payments. Collaborate with stakeholders to execute budgets effectively and ensure resource utilization. Generate detailed budget reports for various stakeholders. Assist in developing budget submissions aligned with strategic goals. Contribute to fiscal guidance and implementation schedules for budget phases. Support adherence to IPPBE deadlines and participate in related processes. Recommend and implement process improvements to operational procedures. Maintain records for interagency agreements to facilitate financial transactions. Resolve outstanding financial obligations and undelivered orders. Support COTRs and the Chief of Staff in executing their requirements. Assist in drafting ODNI acquisition policies and instructions. Participate in budget analysis, data calls, and portfolio reviews. Develop and evaluate fiscal program builds for internal and IC-wide programs. Devise methods to track spending, obligations, and expenses. Create strategic program briefs for communication. Assess the budget to ensure balance across functions. Prepare communication materials like talking points, briefs, and reports for interagency forums. Collaborate with USG and IC partners in forums and working groups. Required Qualifications: Bachelor’s degree in Finance, Accounting, Economics, or related field, with 12–15 years of relevant experience, or Master’s degree with 10–13 years of experience. At least 7-10 years of experience in government budgeting. Proven expertise in government budget execution and familiarity with IPPBE processes.
