District Court Administrator

The District Court Administrator (DCA) plays a vital role in ensuring the smooth operation of the Court of Common Pleas. Collaborating closely with the President Judge, the DCA expertly directs all administrative functions, including human resources, budgeting, case flow management, jury coordination, facilities management, and communications. With supervisory authority over deputy court administrators, probation services, domestic relations, and magisterial district judges, the DCA is essential in fostering a productive court environment. Furthermore, the DCA provides invaluable executive support to the President Judge and Common Pleas Judges, contributing significantly to the court's success. Job Duties

Manages and oversees all HR matters, including recruitment, hiring, disciplinary, and termination decisions for the 23rd Judicial District.

Develops, implements, and communicates HR policies and procedures.

Supervises the Court Administration staff. Establishes goals, standards and policies in conjunction with the President Judge. Develops training plans, resolves conflicts, and oversees investigations.

Prepares the annual budget for the court; represents the court at all budget meetings.

Develops and reviews proposed contracts for services or products. Approves purchases and expenditures.

Monitors revenues, expenditures, and financial matters throughout the budget year.

Writes grant proposals and administers grant funding.

Oversees facility and space planning to ensure availability, functionality, and safety of court facilities.

Oversees all phases of negotiation, acquisition, and installation of items, facilities, or equipment.

Maintains and oversees jury management systems and processes.

Monitors trends in court performance and optimizes caseflow efficiency. Prepares reports as necessary.

Creates reports and summaries related to court business and operations.

Shares information about the courts and court procedures.

Represents the Berks County Courts in interactions with other county departments and agencies.

Serves as the liaison for the Court both within the county and with external entities throughout the state.

Minimum Qualifications

Bachelor's degree in Judicial, Business, or Public Administration, or closely related field; AND

Five years of professional-level experience in court management or eight years of varied office management work including professional-level experience in budgeting, procurement, and human resources management.

An equivalent combination of education, experience, and/or training may be considered.
