Operations Manager - Traffic Management

***ONLY PINELLAS COUNTY GOVERNMENT EMPLOYEES IN THE PUBLIC WORKS DEPARTMENT (TRANSPORTATION DIVISION) MAY APPLY*** The county is seeking a motivated and collaborative individual to manage the day-to-day maintenance operations of the Traffic Maintenance Section for the Transportation Division of Public Works. This includes traffic signals, signal devices, and highway lighting. Duties include scheduling, monitoring, and supporting the staff responsible for maintaining the county's traffic signals, signal devices, and highway lighting; budget preparation assistance and monitoring; project prioritization and scheduling; guiding and mentoring staff; working with the section manager on critical issues and organizational policies; and making important procedural and operational recommendations to management to ensure maximum efficiency. As part of the Pinellas County Public Works team, you will report to the Traffic Maintenance Section Manager and help advance our vision to be Florida's leading public works agency in operational sustainability, enhanced quality of life, and effective stewardship of our infrastructure and natural environment. This position is located at: 22211 U.S. Highway 19, Building 1, Clearwater, FL 33765. Work Schedule: 4 days/10 hours or 5 days/8 hours. What would you do? Supervise several individuals, crews, and equipment engaged in construction, maintenance, traffic safety, and major repair work involving traffic signals, signal devices, and highway lighting. Ensure the proper calibration, operation, and maintenance of assigned construction and other trades or specialized equipment. Request and assist in coordinating use of specialized equipment in assigned areas such as a heavy equipment operation. Prioritize, assign and schedule work projects involving the maintenance, repair, and construction of the county's infrastructure. Communicate and coordinate work with other departments. Arrange for vacation and sick relief, reviews, and approves timecards, give instructions and advice on difficult problems, and occasionally operate equipment. Receive work orders and make preliminary determination of the nature and extent of resources, size of crews, maintenance services required, assign work to appropriate specialty unit for completion, and coordinate all job assignments with field supervisor(s). Maintain and monitor comprehensive records of work orders, scheduled completion dates, and work progress, and delays and adjust dates to reflect status. Contact public in areas where crews and equipment are working, arrange for machinery and personnel to work on private property, when necessary, explain to property owners the nature of work being performed, and answer complaints. Perform other related job duties as assigned. What do you need to have? Experience: High School diploma or an acceptable equivalency diploma (GED) and direct experience in the planning, installation, and maintenance of traffic signal and highway lighting devices in the state of Florida including two (2) years of supervisory experience or supervisory training. Degree in Engineering, Business Administration, Public Administration, or related field is highly desirable. 5+ years' experience as described above. Associate's degree and three (3) years of experience as described above. Bachelor's degree and 1+ years of experience as described above. Master's or higher-level degree and experience as described above. An equivalent combination of education, training and/or experience. Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. Possession and maintenance of a valid state of Florida driver's with eligibility based upon evaluation of a motor vehicle record (MVR) driving report. Knowledge, skills, and abilities: Knowledge of modern developments, principles and practices of all phases of Traffic Signal and Highway Lighting maintenance, construction and inspection. Knowledge of the principles, practices, methods, materials, equipment and tools used in the maintenance and construction of traffic signal control intersections and installation of traffic signals and control equipment. Knowledge of methods, practices, techniques, materials, tools and equipment pertinent to installation, maintenance and repair of Traffic Signals, Signal Devices, and Highway Lighting. Knowledge of the laws and Florida Statutes, Manual of Uniform Traffic Control Devices (MUTCD) and other technical standards pertaining to area of assignment. Knowledge of operating characteristics, capabilities and limitations of asset and work management systems. Skill in advanced leadership techniques and practices to evaluate and determine organizational goals and objectives, maximizing effectiveness of organizational work units through staff selection and assignments. Ability to communicate effectively, both written and orally, and to make effective presentations to a variety of groups. Ability to interact effectively, establishing good working relationships with staff, other county organizations, agencies, state officials, consultants, contractors, and the public. Ability to plan, supervise, and coordinate maintenance programs. Ability to plan and direct the work of a large staff of professional and support employees and maintain effective working relationships with the staff, other departments, and the public.
