Your Role The Oregon Board of Parole and Post-Prison Supervision is seeking a Business Operations Manager 1 to lead and manage the agency's Sex Offender Notification and Leveling unit (SONL). This is a senior-level leadership position, working directly with the Executive Director and Board Chair to drive agency performance, manage budgets, streamline operations, and influence policy and strategic planning. In this highly visible role, you will serve as a trusted advisor, managing human resources, fiscal oversight, strategic planning, program management, and interagency partnerships as these relate to the SONL Unit. What You'll Be Doing Direct daily operations of the Sex Offender Notification and Leveling Unit. Lead strategic planning and development of policies, rules, and procedures aligned with statutory requirements. Create and monitor agency performance measures and produce key reports to support data-driven decisions. Serve as liaison with key stakeholders including the Governor's Office, Community Corrections, Department of Corrections, and other government partners. Represent the agency in public forums, executive meetings, task forces, and advisory groups. Lead and support executive staff meetings, statewide initiatives, and agency-level decisions. Minimum Qualifications Five years of lead work, supervision, or progressively related experience OR Two years of related experience and a bachelor's degree in a related field. Requested Skills Proven experience developing, monitoring, and managing multi-million-dollar budgets, including oversight of purchasing, revenue, and fiscal accountability. Ability to lead long-term planning efforts, contribute to the creation of administrative rules, and align agency operations with statutory responsibilities. Demonstrated ability to lead cross-functional teams, manage multiple programs, and support professional development among staff. Experience reviewing and refining agency business practices to ensure efficiency, compliance, and strong internal controls. Skilled in managing personal service contracts and intergovernmental agreements with external partners and stakeholders. Proficiency in analyzing program performance data, generating reports, and using insights to improve agency outcomes. Effective communication and collaboration with internal and external stakeholders, including public officials, partner agencies, and the community. Release decisions are limited to specific populations, such as those convicted of aggravated murder or designated as "dangerous offenders," and are made in accordance with sentencing laws in effect at the time of the offense. For individuals transitioning from incarceration, the Board sets supervision requirements, issues warrants, and approves sanctions when necessary. While it does not provide daily supervisionthat duty lies with the Oregon Department of Corrections and local community corrections agenciesthe Board works closely with these partners to support successful reentry using sound, evidence-based practices. Since 2015, the Board has also overseen Oregon's Sex Offender Leveling Program, which assigns registrants to a three-tier notification system using the Static-99R risk assessment. The program applies both to newly released individuals and to those previously registered, who are reviewed on a rolling basis. The Board also holds hearings to consider relief from reporting obligations for eligible individuals and offers reclassification opportunities under specific criteria.
