Definition of Responsibility
Under general supervision, serves as a project engineer for various professional engineering projects. Manages multiple major capital improvement projects. Manages a major departmental engineering program.
Examples of Essential Duties
  • Serves as project engineer for various engineering projects. Supervises or leads professional and subprofessional personnel.
  • Resolves design problems, prepares and reviews correspondence relating to projects, and coordinates projects with outside agencies. Reviews and approves plans and specifications for roads, bridges, drains, and public buildings.
  • Operates and/or oversees the operation of computers used in the development of capital projects, including GIS and computer aided drafting and design.
  • Operates and/or supervises the operation of computers to conduct various engineering related studies and to solve technical design problems.
  • Manages a CADD operations center, including the administration of computer networks, engineering software, and user training.
  • Serves as project engineer for consultant designed projects.
  • Analyzes consultants' proposals, reviews consultant designs, and prepares consulting agreements.
  • Serves as project engineer for developers' projects.
  • Supervises, assigns, and reviews the work of a group of public works inspectors.
  • Supervises, assigns, and reviews the work of professional environmental specialists.
  • Reviews and approves plans and specifications for water, sewer, solid and hazardous waste disposal, and air pollution control systems.
  • Prepares and reviews storm water management plans, sediment control plans, and other environmental reports.
  • Participates in and conducts public meetings and hearings.
  • Investigates complaints, meets with the public and others, and prepares and supervises the preparation of resulting correspondence.
  • Assists in the preparation of capital improvement budgets and programs.
Examples of Other Duties
  • May act as a spokesperson in right-of-way condemnation cases or act as a witness in other judicial proceedings.

Qualifications
Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in engineering, plus four years' field or office engineering experience. (Additional qualifying education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
OR
Possession of a certificate of registration as an Engineer in Training issued by a State within the United States of America, plus four years' field or office engineering experience.
Preferred Qualifications
  • Experience with the Maryland Department of the Environment 2000 Maryland Stormwater Design Manual and Environmental Site Design techniques.
  • Experience in performing H&H analyses for SWM facilities.
  • Experience with the design of MD-378 ponds and performing dam breach analyses per the latest guidance documents/memos from MDE.

Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland Driver's license may be required for some positions at the time of appointment.

Salary
Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
