Educational and Experience Requirement
Bachelor's degree in Finance, Accounting, Business Administration or a related field. Master's Degree preferred. Six years of experience in budget analysis, forecasting, reconciliation and preparation, administration operations or experience in a related field. A combination of education, experience, and training that would produce the required knowledge and abilities could be considered.
Nature & Purpose of Position
Responsible for activities associated with budget planning, development and maintenance of the University Operating Budget. Performs advanced complex managerial work providing direction and guidance in strategic operations and planning in the department, college, or division.
Primary Responsibilities
Assists in the preparation and coordination of the university's annual Operating Budget at the divisional level, ensuring compliance with Texas State University System guidelines and state regulations. Provides analytical support for division- and college-level business operations and financial planning. Works with complex data sets and financial tools in support of strategic initiatives, multi-year planning, and performance metrics. Develops and maintains advanced business and financial models to support budgeting and forecasting. Prepares and analyzes financial and budget data; reconciles changes to ensure balanced budget allocations. Produces detailed financial reports and summaries for use in decision-making and presentations. Serves as a liaison to internal and external stakeholders, including system office and state agencies, as needed. Advises campus partners on financial and budgetary matters. Ensures compliance with relevant federal, state, and institutional policies. Performs other related duties as assigned.

Strong analytical and problem-solving skills with the ability to translate data into actionable insights. Excellent communication and presentation abilities, including the capacity to explain financial concepts to non-financial audiences. Familiarity with higher education budget models and ERP systems. Demonstrated ability to prioritize tasks, manage multiple deadlines, and adapt to changing needs. Independent judgment, discretion, and attention to detail required.
