Azure SQL Database- and have a proven history of managing complex, mission-critical database environments within the

Azure cloud ecosystem.

The Innovation & Technology Office (I&T), Information Technology Services Division (ITSD) of the Employment Security Department (ESD)

manages, develops, supports, and maintains the agency's computer systems, web technologies, network and data communications and the data warehouse. It also provides technical assistance for installation and operation of personal computers and software.

This position is a member of the Data Management team within ITSD of the Innovation & Technology Office and reports to the Data Ops Supervisor. This role will support the Leave & Care Technology team (LCT) and LCT systems, which are integral to the successful administration of Leave and Care Division programs (PFML and WA Cares) within ESD by supporting agency database systems and the data that resides within them. Duties As a Database Administrator, you will be responsible for the administration, development, optimization, security, and availability of database systems supporting the Leave and Care Technology (LCT) systems for the Paid Family and Medical Leave (PFML) and WA Cares programs. The LCT DBA plays a key role in ensuring the stability, performance, integrity, and security of databases crucial to LCT operations, including those supporting our public-facing benefits portal, call center Microsoft Dynamics CRM application, and Microsoft Dynamics 365 Finance (AX) financial system, primarily hosted within the Azure SQL Database platform and the broader Azure cloud ecosystem. Key responsibilities include designing, implementing, monitoring, tuning, backing up, recovering, and maintaining these critical database environments.

Some of your daily tasks may include but not limited to:

Provide agency database administration Design and implement and maintain on-prem and Azure-native database solutions, including deployment, backup, replication, and disaster recovery (DR). Optimize databases, ensuring minimal downtime during migrations. Implement security best practices, including role-based access control (RBAC) and Azure Security Center policies. Troubleshoot SQL database issues and manage encryption. Provide agency database Technical & Customer Support

Respond to service requests, incidents, and performance issues. Escalate complex issues to LCT Leadership or Microsoft Support (Azure Premier). Oversee and/or execute database changes, patching, and maintenance with application owners. Provide technical consultation on Azure SQL performance best practices. Ensure Database Security and Compliance

Apply and enforce security controls, system security plans, and Azure Policy. Conduct security audits and identity access reviews. Monitor Azure Security Center alerts for breaches, suspicious activity, or misconfigurations. Ensure compliance with IT security standards and data protection policies. Maintain Technical Documentation

Design and document Azure SQL deployment architecture, migration playbooks, and best practices. Create system diagrams and architecture designs. Design and document troubleshooting procedures for performance tuning, security incidents, and backups. Share knowledge and conduct internal training sessions. Document contingency plans, risk/assessment. Increase knowledge and skills related to technologies and systems

Evaluate and recommend new Azure features for enterprise viability. Optimize cost strategies for Azure database services. Remain current with relevant laws, policies, and industry standards. Qualifications Option 1:

demonstrated experience with documentation of complex databases, data structures, system design and configurations in accordance with LCT standards, procedures and best practices. Desirable/Preferred Education, Experience or Certifications

Master's or other advanced degree in computer science, data science, information systems and/or IT Management/Leadership. Microsoft SQL Server Database Administrator Certification. Advanced knowledge SDLC (Software Development Life Cycle), and Agile development methodology. Demonstrated experience with documentation of complex system design activities and configurations in accordance with industrial and/or agency policy and procedural standards. SQL Server Administration-

Proficient in managing SQL Server databases, ensuring high availability, security, and performance. Skilled in database maintenance tasks such as backups, restores, and updates to safeguard critical data.

Performance Optimization

- Expertise in identifying and resolving database performance issues through techniques like query tuning and indexing. Committed to maintaining efficient and scalable database systems for optimal application responsiveness.

Data Solution Design

- Capable of analyzing complex requirements to design tailored, robust data solutions. Skilled in implementing scalable architectures that align with organizational objectives and future growth.

Information Security

- Preserve the confidentiality, integrity, and availability of ESD systems and data in accordance with the policies, procedures, and best practices established and maintained by the ESD information security team. Immediately report any Security event, incident, or breach in reporting.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
