City of Marco Island
Directs the overall financial management, planning, and forecasting for the Finance Department in compliance with City policies and procedures and in accordance with applicable regulatory laws, standards and requirements. Management authority extends to general accounting, treasury services, budgeting, purchasing, risk management, general billing, and utility customer service. Advises the City Manager and City Council based on sound financial reporting and analysis. Position is primarily focused on directing, coaching, developing, and evaluating other people. Position requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop and implement policies and procedures as well as determining efficient and innovative ways to accomplish the organization's business strategies. The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. Directs and oversees fiscal activities for the City's overall financial management and planning including: budgetary accounting, financial reporting, payroll, accounts payable, fixed asset accounting, cash flow/investment/pension trust fund, revenue collections, utility billing and collections, risk management, purchasing and data processing
Prepares and publishes the Annual Comprehensive Financial Report and the Annual Budget for the City
Prepares the preliminary budget with proposed alternatives; presents preliminary budget during budget workshops, including forecasting all revenues and capital requirements for all funds up to four years
Directs and oversees general operations functions in customer service and general and utilities billing
Directs and oversees general operations functions in risk management; aids in investigations of all major claims, as well as the review of existing policies and procedures for mitigating claims and losses
Controls, monitors, invests, and projects cash resources; assures available funds at all times, including disasters
Analyzes and presents rate analysis for user fees pertaining to utilities, growth management, building services, parks, recreation, etc.
Conducts internal audit functions
Directs and oversees processing of time cards, checks; taxes, accounts payable and receivable, payroll, and sewer assessments
Ensures that financial management, planning, and forecasting activities are in compliance with City policies and procedures and regulatory standards governing the work
Develops and implements new strategies and necessary change for the purpose of improving operational efficiencies and overall effectiveness
Conducts regular meetings with staff to provide updates, address special problems, recognize individual/group accomplishments, and communicate new/changing initiatives
Continuously assesses system effectiveness and efficiency in order to implement improvements, e.g. electronic lockbox, P cards, and workflow.
Supervision:
Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems Assesses and monitors workload; identifies opportunities for improvement and implements changes Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary Bachelor's degree in accounting, finance, business administration or related field; supplemented by ten or more years' progressively responsible experience in governmental accounting, finance and/or budget administration, including at least three years of supervisory or management experience; or an equivalent combination of education, certification, training and/or experience. Must have a valid Florida driver's license. May be required to have or obtain formal industry certification(s) based on area of assignment. Certified Public Accountant preferred. Regular in office attendance is required.

Tasks may involve extended periods of time at a keyboard or work station and extended periods of time standing and/or walking.
ENVIRONMENTAL REQUIREMENTS: Tasks are regularly performed inside without exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).
SENSORY REQUIREMENTS: Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to communicate orally and in writing.
