What you'll do at OhioMHAS

:

As the HR Business Process Manager, you'll serve as the central hub for HR projects and process improvements. You will be entrusted with managing high-impact projects that touch every aspect of HR, from recruiting and onboarding to payroll, benefits, labor relations, and beyond.

Your work will include:

Improving How HR Works

Analyze existing HR processes and identify where gaps, inefficiencies, or outdated practices exist. Redesign workflows and recommend process enhancements to create streamlined, modern, and user-friendly HR systems. Collaborate across departments to ensure process changes are realistic, well-supported, and sustainable. Use data, metrics, and stakeholder feedback to guide decision-making and measure impact. Leading Projects from Start to Finish

Serve as the lead project manager on initiatives such as: Rolling out a new applicant tracking system Automating manual HR reporting tasks Standardizing agency onboarding and offboarding Improving compliance tracking and documentation Define project scopes, timelines, and deliverables. Set milestones. Solve roadblocks. Facilitate cross-functional collaboration with HR staff, program offices, IT, and executive leadership. Partnering Across the Agency

Regularly meet with managers, supervisors, and employees to understand their needs and gather feedback. Translate high-level leadership strategies into HR solutions that are practical and scalable. Support change management efforts - ensuring everyone impacted by a project understands what's changing and why. Develop clear, concise communications and training for internal HR and agency-wide rollouts. Managing the Business Side of HR

Prepare project documentation, process maps, communications, reports, and executive summaries. Assist with project-related procurement, including drafting scopes of work, reviewing proposals, and managing vendor processes. Ensure all process improvements and projects align with state and federal employment laws and internal HR policies. Maintain familiarity with HR compliance, records retention, labor relations processes, and data systems. Driving Culture, Consistency, and Transparency

Recommend and implement standard operating procedures (SOPs) across HR functions. Review current policies and propose updates that reflect best practices and agency values. Promote a culture of continuous improvement, equity, and employee empowerment. This is an hourly position and is exempt from the bargaining units , with a pay range

Normal working hours are Monday through Friday, 8:00am to 5:00pm (Flexible Schedule).

Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at

Step 1

of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.

This position is unclassified per 124.11 (A) (9), Ohio Revised Code.

Qualifications

Position Qualifications

Successful completion of

yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned;

mos. exp. in budgeting & calculating cost projections of program/projects.

OR

3

yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full-scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal);

mos. exp. in budgeting & calculating cost projections of program/projects.

OR

The equivalent of Minimum Class Qualifications for Employment noted above.
