Job Summary:

GRTC is seeking a

Sr. Manager of the Project Management Office (PMO)

to lead the planning, execution, and governance of cross-functional projects. This role is critical in establishing project management standards, aligning initiatives with organizational goals, and ensuring successful delivery within scope, time, and budget. The Sr. Manager may oversee project managers, ensure compliance with best practices, and partner with executive leadership to support strategic decision-making.

Essential Duties & Responsibilities This position will oversee the success of projects specific to the operations division. Other duties may be assigned as needed. Oversee the development, implementation, and refinement of GRTC's project management methodologies, frameworks, and tools. Lead the governance, prioritization, and performance monitoring of enterprise-wide projects and initiatives. Drive the strategic alignment of all project efforts with organizational goals, ensuring the delivery of value and accountability. Manage project intake, evaluation, and approval processes, maintaining a centralized view of active and planned projects. Provide oversight and coaching to project managers and teams to ensure consistent execution and adherence to standards. Ensure that risk management, issue escalation, change control, and reporting protocols are consistently applied across projects. Collaborate with departments to assess resource needs, address capacity constraints, and support successful project execution. Prepare and deliver executive-level dashboards, reports, and presentations on project health, progress, and strategic alignment. Promote a culture of continuous improvement, lessons learned, and knowledge sharing across the organization. Support audit, compliance, and procurement procedures related to project implementation and reporting. Supervisory Responsibilities

Project Governance & Standards.

Establish and maintain a project governance structure that defines roles, responsibilities, and decision-making processes. Develop standardized templates, workflows, and metrics to guide consistent project execution and reporting across departments. Portfolio & Program Management.

Lead the management of GRTC's project portfolio, ensuring prioritization and resourcing align with strategic objectives. Monitor the health of projects and programs through KPIs and provide corrective actions as necessary. Execution Oversight.

Provide hands-on guidance to project managers and cross-functional teams on project planning, execution, risk mitigation, and delivery. Resolve project-related escalations and remove roadblocks to ensure successful outcomes. Strategic Alignment.

Serve as a key advisor to executive leadership on project feasibility, impact, and alignment with long-term goals. Ensure that all projects contribute measurable value to GRTC's mission, operations, and customer service outcomes. Reporting & Stakeholder Communication.

Deliver timely and accurate reports on project performance, timelines, risks, and dependencies. Develop tailored communications for executive stakeholders and functional teams to ensure transparency and shared understanding. Resource & Capacity Management.

Coordinate with department leads to assess resource availability, forecast capacity needs, and resolve resource conflicts across the portfolio. Process Improvement.

Continuously evaluate and enhance project management processes, tools, and systems. Lead efforts to implement automation, streamline reporting, and increase PMO maturity. Supervisory Responsibilities

This position may evolve to have supervisory responsibilities over project managers, business analysts, and other assigned personnel within the PMO.

Qualifications

Education and/or Experience

Bachelor's degree in Business Administration, Project Management, Information Technology, or a related field. Master's degree in Business Administration or a related field, a plus. PMP, PMO-CP, PgMP, or other relevant certifications are a plus. Scrum or other Agile certifications, or experience with agile development methodologies, are a plus. 5+ years of project management experience, with at least 3 years in a leadership or PMO management role. Strong experience managing cross-functional initiatives, budgets, and vendor relationships. Proven ability to implement project governance frameworks and lead organizational change. Excellent organizational, leadership, analytical, and communication skills.
