Position Summary: We are looking for a Program Manager - Employment and Income to serve a critical role in implementing and supporting program interventions that support individuals experiencing homelessness make sustained returns to housing. The Program Manager supervises staff, collaborates on multiple areas of focus within All Chicago, coordinates and executes monitoring of partner agency program activities. The Program Manager establishes and builds partnerships with key stakeholders, engages stakeholders in collaborative planning, formalizes framework for carrying out the areas of work, develops marketing and educational material, identifies performance metrics to evaluate programs and oversees implementation. The Program Manager will oversee new programming focused on employment and income growth, including system-wide SSI/SSDI Outreach, Access, and Recovery (SOAR) and Employment and Income navigation to successfully connect jobseekers experiencing homelessness to Chicagos workforce systems. The Program Manager will be charged with monitoring employment and income related activities for contracted partners, including workforce and homeless response partners, and monitoring performance. Additionally, the Program Manager may be responsible for working on other special projects related to All Chicagos role as the Collaborative Applicant and lead on the Continuum of Care Implementation Structure. Specific Responsibilities: Employment and Income Project Management Cultivate and manage relationships with partner agencies through engagement and stewardship. Proficiency in project management to plan, execute, and monitor various employment and income partner programs. Ensuring deliverables are met and within budget Analyze and identify areas for improvement by developing strategies and plans to address needs within programming. Develop and oversee protocols for participants' identification, referral, enrollment, and service delivery. Actively participate in new initiatives/projects, provide leadership and strategic input to ensure alignment with company goals, while adapting to changing priorities. Research and implement best practices for the programming Collaborate with Senior Program Managers and Program Managers at All Chicago MHH leading other components which interface with Employment and Income programs. With support of the Senior Program Manager develop, implement, track, and analyze data metrics of program success and performance. Develop and implement protocols and policies for record keeping for program participants Monitor data quality of partner agencies by providing on-going reports and addressing issues in a timely manner. Conduct and/or provide oversight of specific program trainings and orientation for partner agency staff. Convene and facilitate on-going partner meetings. Creative thought partnership in the development, design, and creation of new applications, ideas, relationships, systems and support. Administration and other Activities Lead, mentor, and supervise assigned staff, interns and/or AmeriCorps VISTA members. Provide appropriate supervision sessions with direct reports, prepare three-month probationary evaluation reports for new hires, twelve-month performance evaluation for all direct reports and ensure completion of annual professional development plans, ongoing monitoring (leave requests, accuracy of hours worked, and adherence to HR policies and procedures) and the related hiring and training for position. Creates annual professional development plans and actively works to meet identified benchmarks throughout the year. Develop and manage a high performing team, ensuring succession plans are in place. Work closely with Senior Program Manager to implement teams strategic plan objectives and ensure alignment with direct reports workplan. Demonstrate excellent stewardship of departmental and organizational resources. Communicate effectively with supervisors, peers, and partners in written and oral communication in both groups and at public events. Assist with All Chicago events and other activities as assigned. Other duties as assigned. Requirements Successful candidates will demonstrate commitment to preventing and ending homelessness in Chicago and will have the following: Bachelors degree in social work, Psychology, Social Justice or another related field is required. An equivalent combination of education and experience will also be considered. A minimum of 4 years of experience in the field(s) of workforce, economic growth, and/or homelessness service delivery is strongly preferred. Demonstrated project management experience, or experience building programs. Strategic and solutions-oriented; ability to synthesize information, identify opportunities, appropriately assess risks and benefits, build supports for strategies, and manage execution. Excellent professional writing and verbal communication skills Strong work ethic and integrity Goal-oriented and results-driven Experience with Workforce Innovation and Opportunity Act (WIOA) funded programming HUD-funded programming, SSI/SSDI Outreach, Access, and Recovery (SOAR) model, Employment Navigation services, Coordinated Entry, and/or the Homeless Management Information System (HMIS), WorkNet is preferred. Understanding of trauma informed care in service delivery Excellent skills with Microsoft Office products including but not limited to Excel, Word, PowerPoint, and Outlook. Ability to prioritize, meet deadlines and manage changing priorities. Ability to respond effectively to inquiries, complaints, or concerns, as presented by staff, consumers, service providers, and other stakeholders.
