Primary Purpose:
Responsible for the procurement of quality products and services in accordance with established Federal Regulations, State Statutes, Board Polices, and Office Procedures.
Qualifications/Skills:
Education/Certification:
  • Bachelor's degree in a business or related field (preferred) or five (5) years of work experience in finance, purchasing, or related field.
  • TASBO and/or CPPB/CPPO Certification required within three years of hire.
Special Knowledge/Skills:
  • Exhibit excellent critical thinking skills.
  • Effective organizational, communication and interpersonal skills.
  • Must be proficient with common computer programs such as Excel and Word.
Experience:
  • Two (2) years of experience in the procurement of supplies and services or finance.
  • Two (2) years purchasing experience with a public school district, private agency, or governmental agency preferred.
  • Experience conducting public bid openings.
  • Skilled in scheduling and follow-up.

Major Duties and
Responsibilities:

Records and Reports:
  • Buyer reviews specifications/scopes of work to develop a general understanding of commodity or service.
  • Develops/coordinates timeline schedule for invitation to bid or request for proposals.
  • Review purchase requisitions/orders for compliance, completeness and approval as needed.
  • Ensures compliance of purchasing operations with federal, state, Board policies and regulations
  • Buyer must have the interpersonal skills to deal with people from many different departments and locations. Position provides procurement research, advice, and guidance to department heads, division/program/project managers, vendors, and other government procurement offices.
  • The Buyer also assists departments in handling their own small purchase requirements.
  • Excellent written and oral communication and public presentation skills, as well as attention to detail and good organization and planning skills are essential for this position.
  • Buyer must have excellent computer and research skills and experience with an automated purchasing system.
  • Development of specifications and scope of work used in solicitation documents.
  • Conduct public bid openings, briefing and meetings.
  • Monitor purchase contracts, requisitions, bids, proposals and quotes to ensure compliance with laws, TEA guidelines, board policies and administrative procedures.
  • Maintain confidentiality and excellent public relations with all parties. Resolve complex issues concerning terms and conditions, price, delivery, etc.
Clerical Support:
  • Maintain vendor performance and warranty information.
  • Investigate and track price trends on annual purchases. Prepare agenda items. Maintain and ensure the timely renewal of annual contracts.
  • Must be able to compare the prices, discounts, quality levels and management costs of dealing with a single supplier to the costs of working with multiple suppliers.
  • Strong negotiating skills that will ensure the district obtains the most favorable commercial terms.
  • Buyer must be able to assess the overall costs of dealing with suppliers and monitor their performance against factors such as delivery reliability, quality assurance, value for money and customer service through cost/price analysis.
  • Verifies budget appropriations for commodities, goods and/or services to be procured through the formal bid or proposal process.
  • Process SBISD credit application requests and incoming correspondence and documents.
  • Expedite outstanding purchase orders. Oversee the expediting of purchases and facilitate deliveries.
  • Serves as the initial level of mediation in disputes regarding the selection of award bidders and issues of vendor performance and prepares appropriate documentation of the conferences and rulings within the appeal process procedures.
Other:
  • Be familiar with and assist with duties assigned to other business office personnel when necessary.
  • Perform other duties as assigned.
