Senior Director, Capture Management

The Senior Director, Capture Management is a strategic leadership role responsible for driving business development and capture initiatives to secure contracts across the federal government, with a focus on the Department of Defense (DoD), Department of Energy (DOE), and other civilian and national security agencies. This position assists in leading the identification, qualification, and capture of opportunities under a variety of contract vehicles, including Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, Government-Wide Acquisition Contracts (GWACs), and Blanket Purchase Agreements (BPAs). The role entails overseeing capture strategies from opportunity shaping through proposal submission, ensuring compliance, competitiveness, and alignment with customer requirements. It also involves close collaboration with internal stakeholders, Contractor Team Arrangement (CTA) partners, and small business subcontractors to achieve strategic growth objectives, particularly for complex and mission-critical environments, such as those requiring classified workspaces or secure infrastructure. The ideal candidate is a results-driven professional with deep expertise in federal contracting, a demonstrated history of winning competitive procurements, and strong relationship-building skills across DoD, DOE and civilian agencies. Essential Functions include: Strategic Thinking Proposal Expertise Client Relationship Management Leadership Technical Acumen Communication Compliance Knowledge Market Intelligence Business Development (50%): Identify and qualify new business opportunities within DoD, DOE/NNSA, and other federal agencies. Develop and execute BD strategies to expand the company's portfolio. Build and maintain relationships with DoD, DOE and federal clients. Collaborate with the VP, Business Development & Capture Team. Identify and cultivate large and small business partnerships. Represent the company at industry events. Capture Management (40%): Lead capture efforts for task order proposals. Manage the proposal development process. Conduct competitive analyses. Ensure proposals meet requirements. Assist Directors of Proposal Development. Negotiate team agreements. Strategic Leadership (10%): Provide strategic input to the Senior VP and executive team. Provide guidance for proposal development staff. Ensure compliance with regulations. Contribute to the company's annual strategic plan. Minimum Qualifications include: Bachelor's degree in Business Administration, Marketing, Engineering, or a related field. Minimum 10 years of experience in government contracting. Proven track record of winning DoD task orders or contracts. Demonstrated success leading capture for complex federal projects. Experience with GSA Federal Supply Schedules. Strong network of contacts within DoD. Ability to obtain and maintain a DOE Q or DoD Stop Secret Clearance. Preferred Qualifications include: Master's degree in Business Administration, Marketing, Engineering or related field. Relevant certifications. Active DOE Q Clearance. Location: This is a hybrid position in Washington, DC with 30% travel for client meetings, industry events, and site visits to DoD, DOE/NNSA and other facilities.
