About the Outreach Planner: The Outreach Planner position will support program activities directed towards mapping inventory and engineering needs assessment, digital base map acquisition, post-preliminary map review, community and map user outreach and education, and provide support for the effective administration of the state and federal floodplain management requirements of the National Flood Insurance Program (NFIP) as set by the Code of Federal Regulations and the NC General Statutes. The selected candidate will be responsible for applying advanced/expert-level knowledge of the National Flood Insurance Program (NFIP), FEMA Risk Mapping, Assessment and Planning (Risk MAP), and FEMA Mitigation Programs. The Outreach Planner will also oversee Risk Map training and provide technical assistance regarding the Digital Flood Insurance Rate Map to organizations, local government representatives, engineers, surveyors, insurance and real estate agents, lenders, and others.

The Outreach Planner will manage the development and dissemination of NC Floodplain Mapping Program outreach materials that address elevation, hydrology and hydraulics, floodplain management, mapping process, post-preliminary appeals and comments, and flood insurance. The selected candidate will review preliminary Risk Map products and web visualization applications as well as the Flood Insurance Study prior to releases. This position also assists with developing and implementing training for local government representatives, planners, building inspectors, attorneys, emergency management coordinators, mortgage lenders, and others on floodplain management, the Community Rating System, Elevation / Flood proofing / V-zone certifications, flood loss reduction techniques, flood insurance, state and federal regulations, and associated procedures

About Hazard Mitigation: The primary mission of the Hazard Mitigation Section (HM) is to deliver and support mitigation activities across the State of North Carolina as guided and authorized under NC General Statute 166A, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and other guiding pieces of legislation. The section completes its mission by developing mitigation plans at the state and local level, managing, and implementing grants provided by FEMA for protection of NC residents and their property; acquiring, managing, and disseminating geospatial data and flood water information; and managing the National Flood insurance program (NFIP) for the State.

About NCEM: The mission of North Carolina Emergency Management (NCEM) is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of efficient and effective preparedness, response, recovery, and mitigation of all natural and man-made hazards and threats. Master's degree in a planning curriculum from an appropriately accredited institution and two years' experience in planning in which one year was in a team lead or supervisory role;

or Master's degree in Public Administration, including planning courses from an appropriately accredited institution and two years' experience in planning in which one year was in a team lead or supervisory role;

or Bachelor's degree in a field related to planning, including courses in planning from an appropriately accredited institution and four years of specifically related planning experience in which one year was in a team lead or supervisory capacity; or an equivalent combination of education and experience.
