Street Maintenance Technician Positions

JOB SUMMARY: An employee in this class, under the general supervision of the Superintendent or their designee, operates medium and heavy road repair and maintenance equipment. May be required to drive trucks with GVW over 26,000lbs, to transport materials to and from specific destinations. The job holder is an essential employee meaning they are responsible for providing services that are critical functions required to maintain order, peace, safety, and the well-being of residents and visitors to the City of Frederick in the event of a critical incident. As such, the jobholder will be required to respond to emergencies as needed throughout the Department of Public Works when directed to do so. STREET MAINTENANCE TECHNICIAN I $23.53/hr ESSENTIAL DUTIES AND RESPONSIBILITIES: Uses hand tools such as rakes, lute, shovels, broom, etc. to position asphalt, stone, dirt and other materials at job site as needed. Operates power tools such as, but not limited to, chainsaws, pole saws, tampers, augers, blowers, weed eaters, and pneumatic tools such as jackhammers, drills and masonry tools. Removes litter and debris from streets and City property. Removes and disposes of hazardous objects from street (dead animals, chemical spills, etc.). Performs driver duties and operates various equipment during winter weather operations to pre-treat streets and plow snow. Hauls materials to and from jobsites, to landfill and alternative dumpsites. Operates and maintains equipment such as pickup trucks, 1-ton dump truck, 10-ton dump trucks, rollers, paver, trailers, skid loader, rubber tire loader, backhoe, boom mover, patch truck, etc. Performs light maintenance and safety checks on equipment as required and makes minor field repairs/adjustments. Prepares and maintains operating records and other reports relative to the assigned work. Repairs and maintains pothole patching, paving, full depth patching, crack sealing, curb and gutter replacement, concrete repairs, etc. Performs DOT pre-trip and post-trip inspection of street vehicles" check brakes, light, tires, fuel and fluid levels and auxiliary equipment. Utilizes computers, handheld data devices and other technology to send and receive work assignment information. Applies thermoplastic roadway markings to streets. Assists other departments in the completion of projects. Responds to emergency situations such as Snow, Flooding and Sinkhole development. Assigned to the department stand-by on an optional basis. Covered during nonworking hours for a week at a time, several times throughout the calendar year. Reports to work in the event of a departmental or city-wide emergency. Performs other duties as assigned. QUALIFICATIONS: High School Diploma, General Education Diploma (GED) or equivalent. Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment. DOT Physical Certification. The employee must maintain the certification for the duration of their employment. State of Maryland Flagger Certification or the ability to obtain certificate within six (6)months of employment. The employee must maintain the certification for the duration of their employment. REQUIRED SKILLS: Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization. Ability to add, subtract, multiply and divided in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to transfer elevations and grades from construction plans and blueprints to site. Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations. Ability to make minor repairs and adjustments to vehicles and equipment, with the ability to recognize more serious mechanical problems in order to arrange for prompt repair and avoid safety hazards. Ability to operate Street Department vehicles and equipment in a safe and effective manner under all types of weather conditions. Ability to develop and maintain effective working relationships with co-workers and the general public. Ability to read diagrams, blueprints, and operation and maintenance manuals. Considerable knowledge of road work related materials (e.g. stone, blacktop, etc.). Considerable knowledge of potential hazards related to truck and equipment operations, with ability to effectively apply appropriate safety precautions. Considerable knowledge of traffic and safety rules and accident prevention. Effective spoken and written (fluent English) communication skills with the ability to properly complete forms/reports and perform clerical duties. Independently complete online safety classes on computer. OTHER DESIRABLES: Valid Class "A" Driver's license or "A" restricted and air brake endorsement in good standing with satisfactory driving record that meets insurability standards of the City's insurance carrier. Two (2) years of experience in the construction field. Maryland Roadside Tree Care Expert Certification. Temporary Traffic Control Manager Certificate. Proficient use of Microsoft Word and Excel. Familiarity with the basic operation of Microsoft Project Management and PowerPoint. STREET MAINTENANCE TECHNICIAN II $25.29/hr ESSENTIAL DUTIES AND RESPONSIBILITIES: Performs all duties listed under the Street Maintenance Technician I. Assigned to the department standby covered during nonworking hours for a week at a time, several times throughout the calendar year. Reports to work in the event of a departmental or city-wide emergency. QUALIFICATIONS: High School Diploma, General Education Diploma (GED) or equivalent. One (1) year related experience and/or training as a Street Maintenance Technician I; or equivalent combination of education and experience. REQUIRED CERTIFICATES AND/OR LICENSES: All requirements listed in the Street Maintenance Technician I above. DOT Physical Certification. The employee must maintain the certification for the duration of their employment. State of Maryland Flagger Certification or the ability to obtain certificate within six (6)months of employment. The employee must maintain the certification for the duration of their employment. REQUIRED SKILLS: Knowledge of road work related materials (e.g. stone, blacktop, etc.). Knowledge of potential hazards related to truck and equipment operations, with ability to effectively apply appropriate safety precautions.
