Under general guidance, manages, supervises, and coordinates the development of complex public transit capital programs and projects to support the implementation of expanded commuter rail services. This is an exempt position in Salary Grade 230: Min $121,472.00 - Mid $145,766.00 - Max $170,060.00 annually. The starting salary will be within this range based on qualifications. This posting will remain open until a candidate is selected. Responsibilities: Serves as project manager on various complex capital projects and implementation of all steps necessary to expand the Metrolink services. Supervises the work of engineering staff, contractors, affected public agencies, and utilities to meet project goals and schedules. Prepares reports on program and project accomplishments, progress and closeouts. Understands and applies current project development procedures, state/federal transportation practices and regulatory laws, ordinances, codes, specifications, and plans. Builds Relationships: Coordinates project activities with Southern California Regional Rail Authority (SCRRA), cities and regional, state, and federal agencies and represents the agency at meetings with consultants, contractors, and the public, as requested. Communicates, develops, and maintains good relationships with the agency's Board of Directors, cities, and regional, state, and federal agencies. Makes Decisions: Develops and administers contracts with external vendors, contractors, or suppliers. Directs consultants in the preparation of surveys, studies, construction plans, specifications, and cost estimates consistent with the approved program and schedule. Monitors and controls project development and work in progress for assigned projects. Solves Problems & Analyzes Issues: Develops solutions to technical and procedural problems that support the goals of the program and expectations of all concerned personnel. Controls changes to project scope and balances cost requirements with funding availability. Analyzes and resolves complex technical engineering problems. Qualifications: Any combination of education and experience equivalent to a bachelor's degree in civil engineering, planning, business administration, or related field with a minimum of seven years of project management or railroad engineering experience, three years of which are at the senior level. Railroad engineering experience is highly desirable. Working Conditions/Physical Activities: Work may be performed in a stressful, fast-paced office environment, depending upon assignment. Requires ability to understand verbal communication and to respond effectively. Positions in this class typically require: Reaching, Finger Dexterity, Grasping, Feeling, Talking, Hearing, Seeing, and Repetitive Motions in computer use.
