The DCSS Technology Services Division is seeking a motivated individual to work as an Information Technology Specialist II in the Applications Development 1 Section as an advanced and highly skilled expert to serve as a technical team leader providing the most complex development and analytical expertise in support of the implementation of enhancements to the California Child Support Enforcement (CSE) application.
We are seeking a person with high degree of initiative, independence of action, and originality with strong leadership, interpersonal, and organizational skills who can work in a fast-paced environment while demonstrating tact, integrity, ownership, and accountability. We are looking for an individual who can develop and maintain effective and cooperative relationships and can easily adjust to changing priorities and workload.
We need someone who can provide technical leadership to the agile delivery team developers by providing overall guidance and direction for ensuring quality and integrity within the CSE application and in support of agile framework and development tools. We need someone who can maintain a positive attitude, is willing to accept challenges and learn new things, and regularly seeks opportunities to improve the technical stability of the CSE application and ensure proper guidelines and standards are in place.

Working Conditions
Department of Child Support Services (DCSS) is a diverse, family-friendly organization. The headquarters office is in Rancho Cordova, convenient to Highway 50, with free parking, close to restaurants and shopping. The facility consists of a standard office workspace, within a 2-story building, and may require sitting for extended periods of time while using a personal computer, reviewing documents, and attending meetings. The position requires occasional travel to off-site meeting locations, conferences, or training. The work environment is fast paced and requires the incumbent to be flexible, use good time management practices, and effectively identify priorities to complete assignments in a timely manner.
This position is eligible for a hybrid work schedule and requires employees to work two days, each week, on-site at our headquarters office in Rancho Cordova, CA; however, changes to the hybrid/telework program are at the department's and/or Governor's discretion. DCSS does utilize a shared workspace or "hoteling" when working in the office.
All employees may be required to report in person to the Rancho Cordova headquarters and/or offsite events or locations, as determined by management.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Extensive knowledge and lead experience working on an IT project involving complex business and technical processes utilizing the Software Development Life Cycle (SDLC); particularly using Agile methodologies and California's Child Support Enforcement (CSE) application.
• Expert in developing large scale Enterprise Java applications using an Integrated Development Environment (IDE), preferably MyEclipse.
• Expertise in writing SQL, (Object Relation Mapping) ORM tools including Spring and Hibernate, and ETL technologies and tools.
• Expertise in developing web services (REST and SOAP) and Application Programming Interfaces (APls).
• Experience in Spring Framework modern Java-based enterprise applications.
• Proficiency in web development framework with User Interface (UI) development and other web-based technologies such as Angular, JS, Bootstrap, HTML5, XML, JSP, and Struts framework. Experience with and/or knowledge of Web Application Servers, like Apache Tomcat, IBM WebSphere Application Server.
• Experience with various work flow tools such as Rally, Service Now, and GITHub for Continuous Integration/Delivery.
• Knowledge and experience using Microsoft Azure services for application development, including designing, developing, and deploying applications using Azure services, implementing CI/CD pipelines, and securing applications with Azure AD and Key Vault.
• Knowledge of document development using tools such as Adobe ES3, Adobe Experience Manager (AEM) and Open Service Gateway Initiative (OSGI) framework.
• Experience with source code quality and consistency, using tools like SonarQube and SonarLint for various languages like Java, .Net, Angular.
• Experience in Unit Test methodologies focusing on structural coverage of code and modular approach for unit testing, including detecting security vulnerabilities.
• Experience with and/or knowledge of project building tools such as Maven and Ant.
• Experience in OLTP Databases, like DB2, SQL Server with ability to analyze complex SQL queries and stored procedures.
• Knowledge and experience in batch processing and experience with batch monitoring tools such as IBM Workload Scheduler (IWS).
• Experience creating process work flow and architecture model diagrams using Visio.
• Extensive familiarity with current IT technologies, tools, best practices, and methodologies.
