This is advanced professional and administrative work in the Community Development Department. Work includes direct administrative support to the Department Director, direct engagement with the public, policy and strategy development, and daily management and supervision of Code Compliance operations in enforcing property maintenance (building, housing, nuisance), and zoning codes. Work is performed with considerable latitude for independent decision-making under the managerial direction of the Community Development Director.
ESSENTIAL DUTIES & RESPONSIBILITIES

Supervises,plans,organizes,coordinates,andassignsworkofsubordinate professional, clerical, technical, and operational support employees; interviews, trains, counsels, and evaluates employees; resolves personnel issues; sets performance standards and measures outcomes.
Manages the daily operations of the Code Compliance department and advancesestablishedconceptsandgoals;managesandguidesprogramsand projects.
Representsthedepartmentinpublicforumsandintergovernmentalactivities as assigned; serves as City code official and liaison with the International Code Council for ordinances enforced by the department.
Serves as a technical expert, provides technical and policy guidance to department personnel, city departments, and agencies. Collaborates with interdepartmental teams and leads teams as necessary and assigned.
Establishes policies and procedures; reviews operations for compliance with City policies and makes changes as deemed necessary to improve operations; and resolves difficult or unusual operational, technical, personnel, or administrative problems.
Preparesdocumentsandreportsofauniqueorspecializednature;conducts research; maintains data and necessary records; assists with presentations and tours; provides trend analyses, graphs, and charts as assigned.
Reviewsactivitieswiththedepartmentdirector;participatesindevelopmentof city policies and procedures and plans, ordinances, codes, laws, and regulations affecting areas of responsibility.
Assistsindevelopingdepartmentalbudgetandcoordinatespreparation, submittal, and presentation activities.
Manages andparticipates in technically complex, difficult, and sensitive interdisciplinaryprojects;developsworkplans,schedules,andbudgets; coordinates, assigns, and reviews work products; monitors progress of projects.
Analyzes and recommends solutions to specific code compliance issues dictatedbycommunityneeds,includingthegathering,analyzing,andreporting on pertinent data, policies, ordinances, and legislation.
Resolvesenforcementproblems;ensurescomplianceandconsistencyof policy; monitors cases; makes final decisions regarding problem issues.
Makespolicydecisionsrelativetocodes,laws,orlicensingenforcement; develops and reviewspolicies toensure program effectiveness; updates procedures manuals; and reviews pending legislation, reports, and correspondence to determine operational impact.
Preparesrequestforproposal/scopeofworktoobtainvendors;manages vendor performance and ensures compliance with City contracts.
Performs related work as required.
Required Education and Experience
Bachelor's degree in public or business administration, urban planning, or a closely related field
--AND--
Five (5) years of experience in a field related to code compliance, housing, and community development, including two (2) years of managerial or supervisory experience
--OR--
Any equivalent combination of training and experience
RequiredLicensesorCertifications
PossessionofavalidMichigandriver'slicense.
Current International Code Council (ICC) Property Maintenance and Housing Inspection Certification
Current International Code Council (ICC) Zoning Inspector Certification
