Job Summary:
The Department of General Services (DGS) plays a critical support role in Baltimore City Government by managing city vehicles, facilities, and energy usage. With over 350 employees and a combined operating and capital budget exceeding $130 million, DGS is committed to providing safe, reliable, and cost-effective services that enable City agencies to serve the public efficiently. This senior leadership position oversees agency operations, providing strategic guidance to Division Chiefs and managers, and advising executive leadership on complex issues. Responsibilities include budget planning and resource allocation, cross-agency coordination, stakeholder engagement, and emergency response participation. The role also involves representing the agency at high-level events, public meetings, and intergovernmental functions, while ensuring effective communication with elected officials, city agencies, and the public.
Essential Functions :
Provides clear direction, guidance, and leadership to division chiefs and managers with limited oversight from Deputy Director. Advises leadership on high-level, complex and sensitive issues. Participates with division chiefs and fiscal section to develop and administer creation/update of agency budget, participates in forecasting additional funds for staffing and resources. Works with agency Director, Deputy Director, Assistant Deputy Director of Operations, and Chief Fiscal Officer to prescribe and allocate resources for multiple DGS projects and initiatives to meet and exceed SLA’s and targets aligned with mayoral pillars. Attends conferences and check-in meetings with agency senior staff and representatives of other agencies to ensure stakeholder engagement. Coordinates agency’s functions with other divisions within DGS and other city agencies. Also works collaboratively with internal and external partners by sharing resources and personnel when it is feasible to achieve shared goals. Participates as needed on behalf of the agency in the emergency operations center (EOC) during emergency conditions. May represent the agency by joining a variety of committees and/or projects. meets and works with stakeholders to advocate, influence, and persuade them to support policies and priorities that will have a beneficial impact on the agency and city. Represents the director/deputy director at press conference and/or the mayor’s office events as well as other public gatherings. Communicates with and responds to a variety of requests from both the city council and the mayor’s office when appropriate. Communicates with citizens and constituents regarding requests for services, complaint resolution, and general services information/updates when appropriate; and manage via division leads to ensure expectations are met. Acts as liaison and/or represents on behalf of the agency Director/Deputy Director when interfacing with other city agencies, community walkthroughs and other activities.
Minimum Qualifications:
Education And Experience Requirements
Master’s degree in business administration, public administration, management, project management, organizational management/leadership; or related field from an accredited college or university.
Minimum eight (8) years of senior management, policy-driven operational responsibilities including four (4) years of experience managing heterogeneous functions through subordinate managerial staff is required.
Proven track record of having worked in a federal, state, and/or local municipality or public university system.
Equivalency Notes:
Have an equivalent combination of education and experience. Non-supervisory experience or education may not be substituted for the required supervisory experience.
Licenses, Registrations, and Certificates
Have a valid Maryland class c noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. Provisional driver’s licenses are not acceptable.

Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
Probation
All people, including current City employees, selected for this position must complete a mandatory six-month probation.
