Washington Ave., Madison, WI REQUIRED SKILLS: (Need Majority; 5+ Years) 10+ years of COBOL mainframe development experience 10+ years of advanced structured analysis, design, and development for online and batch applications Strong experience using JCL, DB2, and SQL (including complex SQLs/SPUFI) Experience with ChangeMan, CNTL-M Experience with post-production support on large-scale mainframe applications (5+ years) Technical documentation and system/process diagramming Strong analytical and problem-solving skills Experience with user test, system test, and UAT planning Excellent written and verbal communication skills Microsoft Excel, Outlook, and other Office products (10+ years) Strong customer service and relationship management experience NICE TO HAVE SKILLS: Experience with .NET, C#, SQL Server ASP.Net Core, WebAPI or REST services Business knowledge of state-run welfare programs Familiarity with Wisconsin privacy regulations Experience in technical writing and system lifecycle documentation INTERVIEW PROCESS: Conducted via Zoom or Teams Real-time photo screenshot required at time of interview confirmation Three business references required (at least one must be a supervisor) Hiring manager may require an in-person interview but may allow video/phone interviews DESCRIPTION: The State of Wisconsin s Department of Children and Families (DCF) is seeking a seasoned COBOL Mainframe Programmer VI (CMP6) to support high-profile application development and maintenance projects in the Child Care Child Welfare (CCCW) program. The selected candidate will contribute to the development, enhancement, and maintenance of mainframe applications using COBOL, DB2, XML, and JCL. This individual will work on both online and batch systems and be responsible for a variety of activities, including system analysis, technical solutioning, architecture review, application changes, post-implementation support, and documentation. The CMP6 will collaborate closely with business analysts, quality assurance, and project stakeholders to ensure solutions align with business objectives and meet performance, security, and compliance standards. Occasional on-site presence in Madison, WI may be required. Responsibilities: Maintain and enhance existing mainframe applications using COBOL, DB2, XML, and JCL. Analyze system impact, develop process flows, and document system architecture. Design, code, test, and debug application modules. Provide post-production support and resolve issues in a timely manner. Collaborate with QA and business teams to define system requirements and deliver solutions. Participate in code reviews, unit and smoke testing. Ensure development aligns with best practices for performance, security, and maintainability. Use tools like ChangeMan and CNTL-M for structured analysis and development. May provide consultation on complex projects and is considered a top-level contributor/specialist. Reports to unit or department manager. Maintain and enhance existing mainframe applications using COBOL, DB2, XML, and JCL.
