The City of Pleasanton is seeking a skilled and strategic
Senior Civil Engineer
to serve as the Capital Improvement Program (CIP) Manager. This position plays a central role in planning, developing, and delivering the City’s multi-year Capital Improvement Program, overseeing a broad portfolio of infrastructure projects including roadways, water and sewer utilities, storm drains, public facilities, and parks. The CIP Manager supervises a talented in-house design team specializing in transportation, utilities, and architecture. Responsibilities include developing and maintaining a comprehensive five-year CIP forecast, coordinating with multiple departments to identify and prioritize capital needs, estimating project costs, and managing funding strategies that incorporate grants, bonds, and other revenue sources. The CIP Manager is also responsible for overseeing project delivery, from early planning and environmental compliance — ensuring projects are completed on time, within scope, and within budget. This includes directing the preparation of construction documents, managing procurement processes, and ensuring compliance with local, state, and federal regulations. The role serves as a key liaison among City departments, consultants, contractors, and the public, and plays a lead role in community outreach, stakeholder engagement, and Council reporting. This is a rare opportunity to lead critical infrastructure work in a full-service city that owns and operates its own water distribution and sewer collection systems, making utility-related CIP delivery a particularly unique and impactful part of the role. Senior Civil Engineer
. The Engineering Division The Engineering Division within the Public Works Department, under the direction of the Assistant Director of Public Works/City Engineer, is responsible for reviewing and/or managing infrastructure projects involving the City’s public roads, potable and recycled water networks, sanitary sewer network, storm drainage system, parks, and building facilities. The department also reviews, approves, and inspects public infrastructure designed and constructed in conjunction with private property development. The Division also interfaces with other city departments, government agencies, utility districts, utility purveyors, and the public to ensure orderly development and project implementation. The Engineering Division is comprised of General Engineering including Administration, Capital Improvement, Land Development, Landscape Architecture, and Construction Inspection divisions. . Recommend and assist in the implementation of goals and objectives; establish schedules and methods for complex civil engineering tasks, implementing policies as established by management. Plan, prioritize, assign, supervise, and review the work of staff performing professional and technical engineering duties. Develop, review, and revise standards for the design and construction of facilities within the public right-of-way including streets, storm drains, sanitary sewers, water lines, roadway structures, traffic safety devices, pedestrian bridges, pathways, and public facilities. Support inspection staff by reviewing plan changes and material submittals, addressing non-compliance issues, and managing governing agreements, financial securities, and insurance documents. Manage Geologic Hazard Abatement Districts, including preparing annual assessment increases, budgets, designing maintenance and repair projects, and soliciting vendors for inspections and construction work. Education:
Equivalent of a bachelor’s degree from an accredited college or university with major coursework in Civil Engineering or a related field. Experience:
Two years of progressively responsible experience performing duties similar to an Associate Civil Engineer with the City of Pleasanton. Special Requirements:
Possession of a valid California Class C driver’s license at hire and continued maintenance; registration as a Professional Civil Engineer or closely related discipline within California. Knowledge of: Principles and practices of civil and transportation engineering including surveying, drafting, and design. Supervision, training, and performance evaluation principles. Advanced project management practices. Stormwater discharge regulations. Design principles of transportation, sewer, water, storm facilities, and land rights. Local, State, and Federal regulations. Modern office practices, methods, and software. Effective communication skills. Safe work practices. Customer service principles. Skill to: Understand and execute instructions; prioritize workload. Read, write, and comprehend English effectively. Communicate effectively in oral and written form. Operate office equipment and technology. Maintain attendance and adhere to schedules. Follow safety procedures. Perform complex civil engineering activities. Establish effective working relationships. Contribute to City goals. Ability to: Organize and direct engineering operations. Understand job requirements, laws, regulations, and codes. Review technical documents and train others. Identify and solve issues. Remember processes and requirements.
