The Chief Information Officer (CIO) is METRO’s senior Information Technology (IT) executive responsible for managing and implementing all IT functions. The CIO oversees the strategy, development, implementation, administration, and monitoring of METRO’s technology solutions to maintain operations, enhance service, and improve the customer experience. The CIO ensures the IT team provides excellent customer service to both internal and external METRO customers. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties
- Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g., training, supervising, work assignments, timesheets, performance evaluations, etc.) for maintaining necessary staffing, enhancing the productivity of staff, and ensuring necessary department outcomes are achieved.
- Provides leadership for the development and implementation of METRO's IT Strategic Plan.
- Provides timely advice and guidance to executive management in technology-related matters.
- Restructures the IT function as needed to improve the quality and timeliness of service.
- Directs the operations and maintenance activities for all IT systems (hardware, software, and networks) to ensure reliability, availability, security, and recovery capability.
- Oversees the selection, implementation, and integration of new information systems, including continued identification and assessment of new and emerging technologies.
- Works with internal customers and external suppliers to facilitate successful business solutions.
- Develops, implements, and maintains a set of standard operating environments for data, hardware, software, networks, documentation, and project management methodology.
- Develops and implements information, application, hardware, and network architectures.
- Manages relationships with hardware, software, integration, and communications vendors and suppliers. Retains and directs the activities of external consultants as required.
- Ensures the professional development of staff. Secures and develops an IT talent pool, which reflects the evolving industry, business, and technical environments.
- Serves as a business partner and works effectively in collaboration with executive management and all levels of management and staff.
- Directs the preparation and administration of the annual IT department budget. Facilitates the development of METRO's total IT operating and capital budgets.
- Provides excellent customer service to METRO internal and external customers.
- Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
- Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
- Performs other job-related duties as assigned.
Pay Range: $204,700 - $279,500
Education Requirement
Bachelor’s degree in Computer Science, Information Systems or Business Administration. Master’s degree or MBA preferred.
Years & Experience Required
Minimum twelve (12) years’ experience in Information Services and systems technology, to include seven (7) years in a corporate-level management capacity. Experience and success in managing large IT projects through successful implementation. Experience in developing and implementing an IT strategic plan. Transportation industry and/or government experience is desirable.
Knowledge & Skills Required
State-of-the-art understanding of information technology and its strategic application to business. Knowledge of software, hardware, networking, and communication technologies. Excellent communication skills. Demonstrated ability to develop strategic and operational concepts and to take these plans successfully through implementation.

The Metropolitan Transit Authority of Harris County, Texas has a zero tolerance drug and alcohol policy for all employees.
