H IGHLIGHTS This is a full time (40 hours per week) position conveniently located in Hartford, CT easily accessible to all major highways.

DISCOVER THE OPPORTUNITY TO Envision, design, write and represent the OPM Secretary's annual Report evaluating the Juvenile Justice Reentry Success Plan (JJRSP). For the purposes of analysis and policy coordination, serve as a liaison for the Division to the Juvenile Justice Policy and Oversight Committee (JJPOC) and, as needed, all criminal justice state agencies, especially to the Department of Corrections and the Judicial Branch's Court Supervision and Services Division. Coordinate the review, analysis, development and implementation of policies for CJPPD as directed by the Undersecretary and Assistant Division Director. Serve as CJPPD's legislative liaison including efforts to help track, analyze, engage, and develop legislative proposals.

We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.

PURPOSE OF JOB CLASS (NATURE OF WORK) In the Office of Policy and Management this class is accountable for the cost analysis and research used to develop state government policy for the Secretary of the Office of Policy and Management. It coordinates the review, analysis, development and implementation of policy and programs for state agencies, towns and municipalities.
EXAMPLES OF DUTIES Envision, design, write and represent the OPM Secretary's annual Report evaluating the Juvenile Justice Reentry Success Plan (JJRSP);
Coordinate the OPM technical team, including staff across CJPPD Research Unit and OPM’s Data and Policy Analytics Division (DAPA), to support the production of the JJRSP Report; Lead the continued design and development of the Report; update the report annually, and revise the report intermittently as needed in consultation with stakeholders including but not limited to JJPOC; Collaborate with the Judicial Branch and the Department of Corrections to coordinate data and other material for the Report; and Present the JJRSP and related CJPPD output to JJPOC and relevant stakeholders within the Judicial and Executive Branches and at the General Assembly.
Lead the Reentry and Diversion Unit within CJPPD, and supervise any staff assigned to the unit. Serve as CJPPD’s legislative liaison; Track and analyze proposed criminal justice, public safety and related legislation in preparation for and throughout legislative session; Develop policy proposals on behalf of CJPPD in collaboration with Division leadership, OPM’s Budget and Legislative Affairs Divisions, and others as directed; Monitor legislative committee hearings and debates when the House or Senate are in session, meet with Committee Chairs and Ranking Members, and provide timely updates to Division leadership; and Liaise with stakeholders and representatives, and as needed with or on behalf of CJPPD leadership and staff, where legislative analysis and coordination are called for. Coordinate the review, analysis, development and implementation of policy for CJPPD as directed by the Undersecretary and Assistant Division Director. For the purposes of analysis and policy coordination, serve as a liaison for the Division to the JJPOC and, as needed all criminal justice state agencies, especially to the Department of Corrections and the Judicial Branch's Court Supervision and Services Division. Represent OPM on various boards or commissions related to the juvenile justice and criminal justice systems in Connecticut.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of
principles and practices of public administration including policy development, coordination, cost benefit analysis and implementation; state, federal and municipal legislative processes;
Knowledge of relevant state and federal laws, statutes and regulations; Considerable
interpersonal skills; oral and written communication skills;
Ability to
analyze and evaluate policy and programs; coordinate and implement policy development activities and prepare and present effective reports and presentations.
Minimum Qualifications - General Experience Six (6) years of experience with major responsibility for the review, analysis, coordination and administration of policies and programs in a large governmental, public affairs or business organization.
Minimum Qualifications - Substitutions Allowed College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in public administration or political science may be substituted for one (1) additional year of the General Experience.
Preferred Qualifications Experience working on developing juvenile justice or criminal justice public policy; Experience leading the planning and development of new programs, policies and initiatives; Experience providing coordination across federal, state and local juvenile justice and criminal justice stakeholders; Experience working on reentry or post-release supervision policy; Experience interpreting and implementing statutory and administrative policy; Experience working with the policymakers and navigating the legislative process; Experience communicating findings from juvenile justice data analysis and policy to state policymakers; and Experience working with Microsoft Office products, HTML, and data analysis and visualization software, including Tableau.
