About The Work
The Commercial GEOINT Discovery and Assessments Office (SCD) searches out and procures the best commercial GEOINT sources for the National System for Geospatial Intelligence (NSG). SC’s mission is to coordinate and manage the discovery, assessment, procurement, and delivery of commercial GEOINT solutions for the NSG. SCD’s functions include the following:
Engaging with industry and existing NSG activities to discover commercial GEOINT solutions for assessment based on balancing customer demand, commercial market availability, and the Intelligence Community’s (IC) unique collection and analysis needs. Coordination with NSG partners to determine NSG mission needs to determine commercial solutions, assess commercial GEOINT solutions and inform our acquisition strategies. Coordinate assessments across NGA. Inform functional management governance processes to ensure efficiency in discovery, assessment, and expenditure of resources. Fortify sensor resilience through a diversity of commercial suppliers. Determine commercial solutions having the best match to prioritized NSG needs and conducting the procurement and delivery to meet those needs.
Advise and assist with strategic planning, policy and business analysis, with a focus on providing expert strategic- and operational-level assistance with GEOINT analytic activities and resources across NGA and its stakeholders. Provide business management/strategy support. Develop strategy documentation, guidance to support management processes. Facilitate cross office engagements and requirements planning needs. Identify and provide support to business processes and improvements. Provide business analytics, metrics, or other analysis to measure success.
Your Duties
Providing expertise, guidance, consultation, facilitation, and thought leadership to the client and/or project team based on specialized in-depth expertise in such fields as: engineering and technology; policy and administration; planning; analysis; communications; business; and management. Facilitate cross organizational Assessment of SCD commercial GEOINT data and services. Informing integration of new data sets across multiple classified and unclassified domains to both US Government and Allied systems. Coordinates with the NSG to integrate solutions into the GEOINT Enterprise Architecture (GEA). Ensuring that quality is an integral part of the development, design and delivery of commercial GEOINT products or services. Monitoring products and services throughout the life cycle; validates/verifies adherence to specified requirements through test and measurement activities; manages/leads quality assurance activities. Working closely with assigned staff, senior specialists or task leads. May direct the activities of specialists or other staff as necessary on activities related to the specified field or discipline. Review, approve, and deliver reports and briefings for senior leadership across the IC and Agency, as well as development and communication of associated messages and communication/outreach strategies. Under the guidance of Government, acting as the interface between NGA and NSG customers and source providers. Support and lead the development and enforcement of national, IC, and NGA policies and regulations governing the licensing and operation of commercially owned remote sensing systems. Coordinating NGA and IC positions on commercial remote sensing system license requests. Providing secretariat support to the NGA-led Commercial Remote Sensing Working Group, consisting of members from across the IC. Providing administrative support to the chair of the IC Commercial Space Council Reviewing and revising management and governance policies, instructions, standards, and best practices. Developing documentation and guidance to support commercial remote sensing system license management processes. Facilitating cross-agency and cross-office engagements, through regular meetings of working groups at senior and action officer levels, and through ad hoc engagements as needed. Identifying and supporting business processes improvements. Preparing and delivering reports and briefings for senior leadership across the IC and Agency, as well as development and communication of associated messages and communication/outreach strategies. Producing written reports, presentations or other artifacts as required by the Government for each task assigned and supporting briefings and meetings to discuss recommendations. Building productive relationships with senior leaders, the general workforce, and other collaborating partners. Provides customer service, representational and written communication skills.
Required Skills And Experience
Top Secret SCI (TS/SCI) Security Clearance US Citizenship Demonstrated experience in Commercial GEOINT, including validating /verifying adherence to specified policies and regulations. Demonstrated experience routinely interacting with senior-level personnel, including directors and/or agency heads. Demonstrated experience leading and directing teams of subject matter experts, sharing knowledge with others, and working as a team member. Demonstrated experience leading, advising, and assisting with strategic planning and policy development, with a focus on providing expert strategic-level assistance. Seniority level
