About the Policy & Markets Program: The NC Clean Energy Technology Center’s Policy & Markets Program works to advance a sustainable energy economy by conducting objective research and analysis and providing education and technical assistance on energy policy issues nationwide. Energy Policy & Markets Program staff manage multiple high-profile national and regional energy policy research, analysis, and technical assistance projects that require an exceptionally high degree of expertise and leadership. The Energy Policy & Markets Program conducts work across numerous clean energy technologies and topics, including renewable energy, distributed energy resources, power decarbonization, grid modernization, transportation electrification, building electrification, energy efficiency, utility business models, rate design, and more. Many industry stakeholders, including policymakers and regulators, clean energy businesses, government agencies, non-profit organizations, utilities, and consumers depend on timely, high-quality data and analysis from the Energy Policy & Markets Program. The primary work of the position is to support the Managing Director – Policy & Markets in leadership of the Center’s Energy Policy & Markets Team. The Director – Policy & Markets will report to the Managing Director – Policy & Markets and will be responsible for managing the Center’s cross-cutting work on the North Carolina Solar for All program. The Director will also support all policy program activities, including the Database of State Incentives for Renewables and Efficiency ( DSIRE ), DSIRE Insight, and the Carolinas Renewable Energy Development Assistance and Siting Hub. This work will include a combination of project management, grant management, policy analysis, partnership and business development, stakeholder engagement, thought leadership, and staff management.
Primary duties include: Program Management and Strategy (10%): Collaborating with the Managing Director – Policy & Markets to develop strategic plans and initiatives for the Policy & Markets Team. Directly supervising Policy & Markets program staff. Project Management (40%):
Managing major grant-funded projects, including the Center’s work on the EnergizeNC Solar for All program, which encompasses work related to financial incentive design, market transformation, technical assistance, consumer protection, workforce development, and education and engagement. Ensuring compliance with grant requirements, including completing required reporting and liaising with administrative staff. Policy Analysis and Innovation (20%):
Conducting policy research and analysis, staying abreast of recent energy policy developments and trends, and synthesizing findings to produce insights and thought leadership. Collaborating with stakeholders to develop innovative policy and market solutions and pilot concepts. External Engagement and Development (30%):
Conducting stakeholder engagement, managing working groups, and facilitating workshops and meetings. Developing and managing partnerships with other organizations. Building relationships with potential funders and leading the preparation of proposal responses to foundation and other funding opportunities. Presenting on energy policy topics at workshops, conferences, and other meetings, and representing the Center at various working group and stakeholder meetings. Engaging with potential policy research & analysis clients and developing proposed scopes of work.

Other Responsibilities Other Work and Responsibilities may include, but are not limited to: Writing blog posts and contributing to DSIRE Insight publications. Developing responses to information requests by policymakers, media representatives, and other stakeholders regarding renewable energy and energy efficiency policy. Engaging with faculty, undergraduate and graduate students at the University as requested to support research projects related to clean energy. Collaborating with other NCCETC programs on projects and initiatives with policy and market ties. Qualifications Minimum Education and Experience Bachelor’s Degree in a relevant field Seven years or more of work experience in a relevant field (a Master’s or Doctorate degree may be substituted for some experience) Other Required Qualifications
Significant knowledge of clean energy and energy policy Excellent written and oral communication skills, including public speaking skills Experience managing large projects and initiatives Ability to work as a team player and collaborator Excellent analytical and organizational skills, including attention to detail Excellent strategic thinking skills and ability to develop innovative solutions Experience supervising staff Willingness to travel as needed Preferred Qualifications
Nine years or more of work experience in a relevant field (a Master’s or Doctorate degree may be substituted for some experience) Advanced degree in a relevant field Grant writing, foundation fundraising and business development experience Required License(s) or Certification(s)
