Summary
Coordinates the Elections Department's bilingual and ADA programs to ensure compliance with state and federal laws regarding covered language minority groups and voters with disabilities. Develops and implements procedures for Spanish language publicity, notices, announcements, and forms to match those made in English. Identifies appropriate Spanish language media for notices and announcements and identifies any special informational needs of the Spanish language community. Recruits' election workers who are fluent in English and Spanish. Assists in Spanish language translation of ballots and other election information. Acts as liaison with community outreach groups and represents the department at meetings of community organizations involved in bilingual affairs. Maintains detailed information for ADA accessibility at polling places and works with privately-owned polling facilities to achieve and maintain compliance with ADA requirements.
Essential Duties
- Monitors compliance and evaluates programs for minority language requirements as established in the Voting Rights Act, Section 203 and applicable state laws. Maintains records of details for outreach programs and bilingual projects
- Assists with assessing and maintaining current documentation regarding ADA functionality in all polling places. Assists with ordering any supplies to meet ADA requirements, making sure each polling place is in compliance with federal & state regulations
- Acts as liaison with community outreach groups and Spanish language media, and represents the Elections Administrator in meetings about bilingual affairs and the recruitment of bilingual election officials
- Maintains database of bilingual workers (precinct information, party affiliation, availability, and entity information). Serves as point of contact for election judges in need of assistance in recruiting bilingual election officials
- Develops and implements procedures for Spanish translation of ballots, notices, forms, signs, and announcements
- Analyzes and develops recommendations to provide efficient and effective programs. Develops and maintains a strong working relationship with election officials, community leaders and the media
- Monitors and identifies trends and patterns regarding problems or areas of concern in each election and prepares reports for staff meetings
- Acts as a resource for questions and complaints or for problems with polling places and makes recommendations for solutions
- Assists in the development and preparation of training and educational materials, specific to each election
- Assists in ballot proofing, including verification of Spanish translations provided by outside sources, to ensure that ballot information is correct
- Must have ability to multi-task and meet time sensitive deadlines
- Prepares, compiles and organizes correspondence for election officials and polling places.
- Assists in the preparation of compensation for election officials following each election
- Assists the Elections Administrator as needed in other work assignments
- Performs all other related duties as assigned
Position Requirements
Must be fluent in both English and Spanish, including the ability to produce written translations. Advanced oral and written communication and presentation skills. Must be able to motivate and relate to people easily. Must be proficient in spreadsheets, databases, and word processing applications. Ability to adapt to new procedures and comprehend election laws. Valid TX driver's license required.

Demonstrate proficiency in Microsoft Office Suite, maintain records, read and understand instructions, analyze and interpret data, spell and use correct grammar, prioritize and schedule work to meet deadlines, communicate effectively orally and in writing, work independently in the absence of specific instructions.
