Project Control Analyst III This is an exciting opportunity to join an industry-leading company as a Project Control Analyst. Ideal candidates will have proven EVMS experience, preferably in the DoD space. This position will work cross-functionally, supporting projects/programs and interfacing with management. Responsibilities: Work with and advise Project Managers, Control Account Management team (CAMs), and senior technical personnel to ensure the uniform application of Earned Value Management procedures. Assist and advise management in program setup, planning, and control (including tailored EVMS). Develop and maintain Work Breakdown Structures (WBS) and related dictionaries, ensuring adherence to proposal, contract, material planning, accounting, reporting requirements, and integration with OBS. Review and understand contract terms and conditions (multiple contract types) and ensure compliance with financial clauses and contractual requirements throughout project implementation. Establish and maintain time-phased cost/schedule baseline, enforce strict change control, monitor status/availability, and ensure proper work authorization. Monitor performance, provide variance analysis, and visibility on projects of varying contract type, size, complexity, and risk level. Produce and validate Integrated Program Management Reports (IPMRs) and similar status reports for customers and program management. Monitor contract value and CLINs, ensuring proper cost collection, reporting, and funding status. Support development of operating and strategic plans, analyze cost, revenue, and cash flows. Prepare manpower and non-labor forecasts and assist in resource planning. Develop standard and ad hoc reports to communicate status effectively and provide management with clear, timely, and accurate information; make recommendations to aid decision-making. Track subcontract cost & schedule, material receipts, open commitments, and termination liability. Participate in new business proposals to identify reporting, invoicing, and MRP requirements, provide guidance on program structure and subcontractor flow-down requirements, prepare Basis of Estimates, support fact-finding, negotiations, customer reviews, and audits. Develop and maintain Program Control processes, procedures, and desktop guides.
Requirements:
6 or more years of Project control or related experience. Bachelors degree, preferably in business administration, finance, or similar. Thorough understanding of Earned Value Management. Strong MS Excel skills; V-lookups, Pivot tables, etc. Excellent communication skills to effectively communicate, write, interpret, and explain complex issues. Able to excel in multi-discipline teams and both development and production environments. Proven ability to interface comfortably with managers and executives, as well as other cross-functional groups (Purchasing, Finance, QA, Contracts, etc.) in a fast-paced, team environment. Knowledge of DoD requirements, FAR, GAAP, and DCMA/DCAA compliance. Customer-focused with strong presentation skills. Must be able to obtain and maintain a US security clearance.
