The IT Manager is a new position for VFWD. This person will oversee a highly talented team of two Specialists/Technicians and provide the information technology direction for the District. The position will work closely with VFWD managers and leaders to implement new IT systems, enhance the capabilities of existing systems, and improve the connections between systems to improve efficiency and effectuate change that is embraced by staff. This position will also lead VFWD with the integration of Generative AI in work processes and position the District to take advantage of existing data and predictive analytics to forecast trends and make management decisions regarding operations and capital investments. The Information Technology (IT) Manager serves as a key liaison between the IT Division and business units within the wastewater district, ensuring technology solutions align with operational and strategic objectives. This position leads IT initiatives by collaborating with stakeholders to scope, procure, and implement software-based solutions that enhance efficiency, compliance, and service delivery. The role involves supervising technical staff, managing IT projects, and supporting district-wide technology advancements.
SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Business Services Director or designee. This position is responsible for supervising the work of IT technical staff and supporting the management of the IT program.
CLASS CHARACTERISTICS This is a single-position, management-level classification that performs duties related to the administration of the Information Technology Division, including overall management of division functions, short- and long-range planning, and implementation of the Districts strategic IT goals and objectives. The Information Technology Manager is distinguished from the Information Systems Specialist in that the former is responsible for the overall management of the Districts IT and information systems activities. The Information Technology Manager is distinguished from the Business Services Director in that the latter is responsible for the overall performance and operation of the Business Services Department.

Duties may include but are not limited to the following:
Business & IT Alignment: Act as a bridge between IT and business units, understanding operational challenges and recommending technology-driven solutions. Collaborate with departments to assess needs, define project scope, and develop business requirements for software and IT solutions. Lead efforts to evaluate, procure, and implement software systems that enhance productivity and regulatory compliance. Assist in process automation and data integration initiatives to improve workflow efficiencies across the district. Project & Vendor Management: Oversee IT projects, ensuring they meet objectives, budgets, and timelines. Work with vendors and consultants to evaluate and implement technology solutions. Develop and maintain IT procurement standards, assisting in contract negotiations and vendor management. Ensure software and systems comply with regulatory and security requirements. Technical Leadership & Support: Provide technical guidance to IT staff and act as a subject matter expert on enterprise applications. Supervise IT personnel, including assigning tasks, mentoring staff, and providing training opportunities. Oversee system integrations, upgrades, and maintenance schedules to minimize downtime. Assess cybersecurity risks and vulnerabilities and provide District staff training to mitigate security vulnerabilities; oversee development, implementation, and maintenance of cybersecurity solutions to secure and protect IT assets, including District data, network, and cloud services. Develop and enforce IT policies, cybersecurity best practices, and data governance. Strategic IT Planning: Lead long-term IT strategy discussions, ensuring alignment with the districts goals. Research emerging technologies to enhance operational capabilities and service delivery. Assist in budget planning, cost analysis, and resource allocation for IT projects. Knowledge, Skills & Abilities: Strong understanding of IT governance, cybersecurity, and compliance regulations applicable to wastewater utilities. Experience with enterprise applications such as asset management, SCADA, GIS, financial, and customer service systems. Ability to translate business needs into technical requirements. Strong project management skills. Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders. Familiarity with IT procurement processes, contract negotiations, and vendor management. Ability to perform a variety of technical support functions in the installation, evaluation, configuration, operation, troubleshooting, and maintenance of computers, hardware, software, servers, network and data communication, security, and other related technologies and equipment. Understand, interpret, and explain systems solutions to users; research technical materials to provide solutions to problems. Knowledge of networking, cloud computing, and enterprise IT environments. Any combination of training and experience that would provide the required knowledge, skills, and abilities may be qualifying. A typical way to obtain the required qualifications would be:
Equivalent to a bachelors degree in computer science, information technology or closely related field; and
A minimum of five (5) years of progressively responsible professional experience in systems planning and administration, computer operations and technical support for networked systems, and selection, installation, operation and maintenance of major information and telecommunication systems is required. A minimum of two (2) years of supervisory or management experience is preferred.
Information Technology-related certifications (e.g., PMP, ITIL, Microsoft, AWS, or equivalent) are strongly encouraged. WORKING CONDITIONS The Information Technology Manager classification must possess the physical characteristics to perform the important duties of the class, including sufficient agility to stand, walk, sit, kneel, crawl, climb stairs, and use ladders.
