is recruiting an experienced
Quality Manager
to oversee construction quality across WMATA’s capital projects. Working within the Passenger Facilities Construction (PFAC) program, you will champion the Project Quality Plan (PQP), enforce ISO 9000 standards, and promote continuous improvement on station upgrades, including platform rehabilitations, ADA enhancements, and new passenger-service features. Scope of Work Lead all QA/QC activities from design through commissioning. Establish performance benchmarks, conduct audits and inspections, and collaborate with engineers, architects, contractors, and WMATA officials to ensure compliance with contract requirements, safety regulations, and agency standards. Key Responsibilities Quality Leadership & Planning Maintain knowledge of project plans, specifications, schedules, and PMP requirements. Collaborate with WMATA’s Office of Quality to refine and implement the PQP. Define KPIs and monitor project compliance, providing weekly quality reports to the Project Manager (PM). Audit, Inspection & Compliance Conduct site conferences and constructability reviews with multidisciplinary teams. Perform inspections of civil, structural, electrical, mechanical, and plumbing work; approve or reject materials and workmanship per contract documents and codes. Issue non-conformance reports and recommend corrective actions; track resolution to closure. Supplier & Systems Oversight Audit manufacturers, suppliers, installers, and systems integrators; witness factory-acceptance tests as needed (some out-of-state travel). Review and accept quality submittals from consultants and contractors. Coordination & Reporting Facilitate quality meetings and communicate findings to WMATA, consultants, and contractors. Prepare inspection reports, audit summaries, and corrective-action documentation. Support the PM with additional quality tasks to keep projects on schedule and within scope. Qualifications Education & Experience Bachelor’s degree in Engineering, Architecture, Construction Management, or related field, with 10+ years of QA/QC experience, or 15+ years of equivalent experience on large infrastructure projects. Expertise in construction testing disciplines (welding, NDT, electrical systems, rail systems, tunnel construction, train-control components, trackwork). At least 5 years conducting QA audits and surveillance of design and construction activities. Familiarity with government contracting and WMATA or similar transit standards. Technical & Professional Skills Deep knowledge of ISO 9000 quality systems and their application in planning, design, and construction. Certification in construction inspection or code enforcement (e.g., American Construction Inspectors Association) or similar bodies. Strong communication skills; experienced in detailed inspection reports and executive summaries. Ability to work nights, weekends, holidays, and in confined spaces as needed. Preferred Credentials Licensed Professional Engineer (PE) in VA, MD, or DC (preferred but not required). Hourly Rate Range:
