The contractor shall provide support for Technical Advisory Reviews (TARs) of proposals resulting from solicitations to the shipbuilder. Assist with Integrated Baseline Reviews (IBR) resulting from new contracts being awarded or major modifications to existing contracts. Assist the Government in evaluating the shipbuilder's contract funds status report (CFSR) and cost performance report (CPR), including analysis of funds expended and remaining. Assist in developing budget planning and risk mitigation efforts for carrier programs, including monitoring critical RCOH milestones such as contract work package development, drawing/estimate development, and shipyard performance. Track program milestones, provide weekly status reports with recommendations, and participate in meetings supporting program requirements. Contribute to weekly and monthly reports, quicklook, dashboard reports, and quarterly NAE reports. Participate in Cost Reviews, review cost reporting CDRLs, analyze data, and develop briefing materials for clarification and financial reviews. Coordinate with PARM APM on GFE delivery dates and participate in GFE status meetings. Monitor the status of RCOH alterations for modernization documentation. Assist in preparing briefs and maintaining status reports on project assessments and growth pools. Support budget development, risk management, and schedule milestone tracking. Review and assist in program budget development, monitor non-contract funds, and identify risk issues. Qualifications:
Desired: DoD experience. NAVSEA PEO Aircraft Carriers experience is a plus. Aircraft Modernization knowledge or experience is a plus. Active duty (retired) Navy or Shipyard experience is a plus. Masters degree in Engineering or a technical field. Required: +7 years of relevant professional experience. Bachelor's degree in Engineering or a technical field. Effective interfacing with team members and technical leads. Active DoD Secret Clearance. Proficiency in Microsoft Office Suite and Teams. Strong written communication, interpersonal, problem-solving, analytical, detail-oriented, mathematical, and organizational skills.
