position within our
Hughes Network Systems
division, supporting our Aviation business unit. This role is responsible for leading the strategic development, execution, and management of all bids, proposals, and marketing initiatives for the aviation division. The executive will drive new business opportunities and promote our capabilities across commercial and business aviation sectors. Located at our headquarters in
Germantown, MD , this position offers significant career growth in a dynamic environment focused on innovation and operational excellence, helping the airline and aerospace community enable exceptional connectivity at scale. ResponsibilitiesEnd-to-End Proposal Lifecycle Management
Lead the entire lifecycle of aviation-related bids and proposals, including capture planning, bid/no-bid decisions, RFP analysis, proposal strategy, and compliance. Oversee the proposal development team to ensure timely, high-quality submissions aligned with client requirements and organizational goals. Implement best practices, tools, and templates for proposal management, writing, and pricing. Make bid/no-bid recommendations to optimize resource use, customer satisfaction, and profitability. Collaborate with operations, finance, engineering, legal, and executive teams to develop compelling, compliant, and competitive proposals. Ensure solutions and cost bases for all bids have high fidelity to maximize win probability and profitability. Create SLAs and adhere to timelines for RFP approvals and responses. Sales & Business Development Support
Partner with sales, business development, and capture teams to identify and qualify new opportunities in aviation markets. Conduct win/loss analysis to improve capture and proposal processes. Support gate reviews, bid strategy sessions, and executive briefings. Engage with customers to position Hughes products and services as a technical sales SME. Marketing Strategy & Execution
Develop and implement a global marketing strategy to showcase the aviation division’s capabilities and solutions. Oversee creation of marketing materials such as brochures, presentations, white papers, case studies, and digital content. Manage trade shows, industry events, and speaking opportunities to enhance brand visibility and thought leadership. Align marketing initiatives with business development and customer engagement goals. Leadership, Innovation & Strategy
Lead, mentor, and grow a team of proposal managers and sales engineers. Establish KPIs for bid success, marketing ROI, and customer engagement. Contribute to strategic planning and company growth initiatives as a senior leader. Maintain competitive assessments for overall business and individual deals, including HW, SW, and IFEC solutions. Collaborate with the product team to develop new product concepts with clear ROI and business benefits, leveraging Hughes’ engineering capabilities. Basic Requirements
Bachelor’s degree in Aerospace, Electrical Engineering, or a related field (Master’s preferred). 15+ years of experience in aviation or aerospace, with a strong background in proposals, marketing, and business development. Preferred Qualifications
Master’s degree in EE, CS, AE, or an MBA. Strong analytical skills with financial acumen. Deep understanding of the IFEC market, including GEO and LEO systems. Ability to model flight routes and make capacity decisions. Proven success in winning multi-million dollar aviation programs. Knowledge of aviation industry trends and government procurement processes (FAR/DFARS). Exceptional leadership, communication, and interpersonal skills. Attention to detail and process orientation. Proficiency in MS Office, especially Excel and PowerPoint. Additional benefits include discretionary bonuses, comprehensive health plans, retirement options, and wellness programs. Compensation ranges from $161,000 to $230,000 annually, with individual pay based on qualifications and experience. Candidates must pass pre-employment screening, which may include drug testing and DMV checks.
