JOB SUMMARY AND QUALIFICATIONS:
The
Director of Developmental Disability Services
provides executive-level leadership and oversight for all residential and community-based services for individuals with intellectual and developmental disabilities (IDD) within Volunteers of America Mid-States (VOA Mid-States). This position ensures the delivery of high-quality, person-centered services that meet the Kentucky BHDID Division of Developmental and Intellectual Disabilities (DDID) Residential Provider Standards, relevant federal and state laws, licensing, waiver regulations (SCL, MPW), and accreditation standards.
The Director is responsible for strategic planning, fiscal management, regulatory compliance, quality assurance, risk management, workforce development, and advocacy efforts. This role ensures that services promote health, safety, rights, independence, and community inclusion for all individuals supported.
WHAT YOU SHOULD HAVE FOR THIS ROLE:
Master's degree in Human Services, Social Work, Psychology, Public Administration, or related field (Preferred). Minimum three (3) years of progressive leadership experience in IDD services, including program development, regulatory compliance, quality assurance, and staff supervision. Extensive knowledge of Kentucky IDD systems, including 1915(c) SCL & MPW Waivers, BHDID requirements, and CMS HCBS Settings Rule. Strong understanding of incident management, critical incident reporting, and risk mitigation in IDD residential settings. Demonstrated leadership in managing multi-site residential programs and interdisciplinary teams. Experience with budget development, resource management, and financial accountability in human services. Excellent skills in communication, problem-solving, collaboration, and advocacy. RESPONSIBILITIES :
Program Leadership and Oversight:
Provide oversight for all VOA Mid-States IDD residential and community-based programs in the Northern Kentucky area. Ensure programs meet Kentucky BHDID Division of DDID Residential Provider Requirements, CMS guidelines, and other licensing/accreditation standards. Implement and monitor person-centered practices that uphold the rights, dignity, and individual choices of persons served. Lead program expansion, diversification, and alignment with organizational mission and state initiatives. Regulatory and Quality Compliance:
Ensure ongoing compliance with all state and federal regulations including 1915(c) Waivers, BHDID, Medicaid, and COA accreditation standards. Oversee completion and submission of all required regulatory reports, including critical incident reports, restraint usage, medication errors, and investigations. Lead internal quality assurance reviews and corrective action plans following state monitoring visits, licensing reviews, or internal audits. Strategic and Fiscal Management:
Develop and manage annual budgets for all IDD programs with attention to fiscal sustainability, Medicaid billing integrity, and responsible resource allocation. Monitor program performance, occupancy, staffing ratios, and service authorizations to meet budget and operational targets. Identify funding opportunities and partner with development teams on grant proposals as needed. Staff Supervision and Workforce Development:
Provide direct supervision and leadership to Program Directors, Residential Managers, and administrative leadership teams. Ensure all staff meet training and credentialing requirements set by BHDID and Volunteers of America Mid-States policies (including Medication Administration, Positive Behavior Supports, Abuse/Neglect Prevention, etc.). Oversee staff recruitment, retention, and succession planning to maintain a stable, qualified workforce. Support ongoing staff development through coaching, mentoring, and performance management. Risk Management and Incident Response:
Oversee agency-wide risk management strategies for IDD programs, including incident reporting, medication error tracking, and safety assessments. Serve as final reviewer for reportable incidents, working with the Incident Management Coordinator to ensure timely reporting and effective follow-up. Ensure that all investigations related to abuse, neglect, or exploitation meet internal and external reporting requirements, including Adult Protective Services and BHDID. Community and Stakeholder Engagement:
Serve as primary liaison with the Kentucky Division of Developmental and Intellectual Disabilities, Managed Care Organizations (MCOs), guardians, families, and community partners. Represent VOA Mid-States in state-level provider associations and advocacy groups focused on intellectual and developmental disabilities. Promote positive community relationships and engage in public policy advocacy as appropriate. Continuous Improvement and Innovation:
Lead strategic initiatives focused on improving quality of life for individuals supported, including community inclusion, employment, health outcomes, and person-centered planning. Implement best practices for HCBS Settings Rule compliance, trauma-informed care, and rights advocacy.
