Overview
We are seeking a skilled IT Business Analyst to support a federal agency. The IT Business Analyst will be responsible for gathering and translating business requirements into functional specifications, supporting system design and implementation, and ensuring technology solutions align with both stakeholder needs and broader federal agency IT strategy. This role requires a blend of business process analysis, technical understanding of systems and data, and excellent communication skills. The successful candidate will support project teams across system design, data integration, and performance measurement efforts in a complex federal environment. This is a hybrid role based in the Washington, DC area, requiring on-site presence three days per week. Responsibilities
Review, analyse, and evaluate IT systems, stakeholder needs, and existing processes to identify improvement opportunities and ensure alignment with business objectives. Gather, document, and validate business and technical requirements, use cases, data definitions, process flows, and key performance indicators (KPIs). Collaborate with developers, architects, QA teams, and stakeholders to formulate IT system solutions that meet functional and non-functional requirements. Conduct workflow analysis and/or design business process workflows using tools such as Visio. Support the development of project documentation, including business requirement documents (BRDs), functional specifications, user stories, acceptance criteria, and change requests. Perform data analysis and support data mapping activities, Facilitate meetings, JAD sessions, and working groups to gather requirements and support decision-making. Track and analyze business and project metrics; support development and monitoring of KPIs and performance dashboards. Collaborate with project managers to support planning, status reporting, and risk identification. Ensure documentation and deliverables comply with federal policies and governance frameworks. Required Skills
Proven experience gathering and documenting business and system requirements, process flows, and specifications for technical teams. Experience working with Agile, Waterfall, and hybrid project management frameworks. Strong organizational and analytical skills with attention to detail and accuracy. Proficient in Microsoft Office tools and requirements documentation platforms (e.g., Confluence, Jira, Azure DevOps). Excellent written and verbal communication skills for engaging both technical and non-technical stakeholders. Preferred Qualifications
Experience working with or supporting federal agencies. Familiarity with SQL and data analysis tools. Familiarity with enterprise data warehouse (EDW) programs Exposure to Agile, Scrum, or hybrid development methodologies. Experience with business intelligence tools and performance metrics tracking. Knowledge of Section 508 compliance and federal IT accessibility standards. Educational Qualifications
Bachelor's degree or higher in computer science, information systems, business administration, or a related technical field. Minimum 5+ years of experience as a business analyst supporting IT system design, data integration, or enterprise application projects.
