The GDC Hudson Tunnel Project is seeking an experienced Utility Coordinator to support the successful planning, coordination, and execution of utility-related scopes for a major infrastructure P3 program. The Utility Coordinator will serve as a key liaison between the design-build contractor, utility owners (notably PSE&G and others), and relevant regulatory agencies to ensure timely relocation, protection, and integration of existing and new utility systems throughout project development and construction phases.This role is essential to achieving construction readiness, maintaining regulatory compliance, and ensuring that utility conflicts do not become critical path delays. The Utility Coordinator will be part of a high-performing team responsible for implementing a utility strategy aligned with project goals and schedule.
Key Responsibilities:
Serve as the primary point of contact for all utility coordination matters with PSE&G and approximately a dozen other utility entities (electric, telecom, gas, water/sewer).
Review and interpret utility plans, records, and schematics to identify conflicts, relocations, and required upgrades.
Manage and track utility relocation scopes, ensuring integration into the overall design-build schedule.
Lead and facilitate utility coordination meetings, both internal and with third-party stakeholders.
Establish and maintain strong working relationships with utility representatives, design consultants, and construction teams.
Ensure utility coordination is aligned with regulatory compliance requirements across New York and New Jersey jurisdictions.
Support development of utility construction work packages and obtain necessary permits, clearances, and approvals.
Monitor and report on utility work progress, risk areas, and interface issues; provide proactive solutions to mitigate delays.
Coordinate with the design-build contractor's self-performing utility crews and subcontractors on field execution and installation activities.
Provide utility input to cost estimates, change orders, and value engineering options.
Maintain comprehensive utility documentation, including agreements, relocations, and as-builts.
Qualifications:
Minimum 10 years of relevant experience coordinating with utilities on large-scale infrastructure or transportation projects.
Proven experience working on design-build or P3 projects, ideally in the New York/New Jersey area.
Deep understanding of utility infrastructure design, relocation, permitting, and installation processes.
Demonstrated ability to interpret complex utility plans and maps.
Knowledge of relevant local, state, and federal utility regulations and compliance standards.
Experience working directly with major utility providers such as PSE&G and familiarity with their protocols.
Strong interpersonal and negotiation skills; able to develop and maintain long-term professional relationships with utility stakeholders.
Exceptional organization and communication skills; able to track multiple utility scopes in parallel.
Proficiency in MS Office,P6, utility tracking systems, and collaborative tools like monday.com is a plus.
Preferred:
Bachelor's Degree in Civil Engineering, Construction Management, or related field.
Familiarity with underground utility construction, pole-mounted installations, and right-of-way constraints.
Experience with self-performing utility crews and coordination with field operations.
