YRCI is seeking full-time Sr. Human Resources (HR) Specialists to support our client, located in Washinton DC
Support high-profile, fast paced, and high-volume Delegated Examining (DE) and Merit Promotion (MP) recruitment activities for various agencies. Perform job analysis, develop assessment questionnaires, and document evaluation criteria in accordance with agency requirements; review and adjudicate Veterans' Preference; review applicant qualifications for the full-range of agency occupations; and provide written justification for the same. Apply knowledge and experience to support the Quality Control (QC) process; review work products and provide constructive corrections and recommendations for improvement. Review job analyses, assessment questionnaires, Job Opportunity Announcements (JOA), rating, and certificates. Conduct staffing activities within various databases to include: electronic Questionnaires for Investigations Processing (e-QIP) system, DEA Hire, USA Staffing (USAS) System, and EmpowerHR. Resolve discrepancies between Time and Attendance (T&A) reporting to include: WebTA and the National Finance Center (NFC) for types of Leave Earned and Comp Time Earned. Job Requirements
Must be a U.S. Citizen. DE Unit (DEU) Certification required. As a condition of employment, you must possess and maintain an active DEU certification and have recent experience working DEU Staffing and Recruitment actions. Four (4) years of Federal operational staffing experience and three (3) of those years must be recent experience; operational staffing experience includes completing job analysis in accordance with hiring managers, posting job announcements on USAJobs, performing qualifications adjudications, and issuing selection certificates. Experience performing staffing duties with USAS Upgrade is required. Apply and interpret Federal HR laws, policies, and agency-specific operating procedures. Attention to detail, data quality, and data integrity. Must be proficient in the use of Microsoft Office Suite. Must be able to apply qualifications review for Specialized Experience and Basic Office of Personnel Management (OPM) Qualifications Standards for Scientific and Professional Series, Federal Wage System, and non-Scientific and Professional Series Bachelor's degree highly desirable. Must be able to obtain and maintain the government-required security clearance.
