Job Description

YRCI is seeking a full-time Human Resources (HR) Specialist, Labor and Employee Relations (LER), to support our client, located in Washinton DC.

Demonstrate a broad range of LER expertise to be able to consult with the LER manager, team leader and/or HR specialist to initiate work. Advise and assist with addressing varying aspects of LER by providing guidance on the best courses of action available, based on relevant factors and considering the current culture and trends of the organization. Serve as a Subject Matter Expert (SME) and provide advice and assistance to, and collaborates with, agency leadership in the area of employee relations (e.g., performance, discipline). Provide Human Capital (HC) policy development and internal control implementation. Provide guidance to managers and supervisors regarding handling of employee relations' issues (e.g., performance, discipline) and action(s) to be taken and prepare required letters or documents. Research and interpret policies on LER issues to include; substance abuse, sexual harassment, changes in working conditions and schedules, leave requests and administration, and job-related stress. Serve as a representative, or technical advisor, before appropriate formal judicial proceedings such as arbitration, administrative hearings; participate in settlement negotiations. Serve as a SME and provide advice and assistance to and collaborate with agency leadership on controversial and complex issues to include Unfair Labor Practices, grievances, union collective bargaining agreement implementation, reorganizations, realignments, relocations, Business Based Actions, and transfer(s) of function(s)). Advise Agency management team conducting union collective bargaining agreement negotiations. Develop communication materials to explain agency HR policies. Prepare and analyze functional area specific reports. Job Requirements

Must be a U.S. Citizen. Bachelor's degree required. Degree in HR or related field preferred. A minimum of five (5) years of progressively responsible experience in ELR, leave management, workplace flexibilities, worker's compensation and employee benefits. Knowledge in the interpretation and application of Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), and the Americans with Disabilities Act (ADA). Prior experience as an HR Specialist in the Executive or Legislative branch highly desired. Apply and interpret Federal HR laws, policies, and agency-specific operating procedures. Attention to detail, data quality, and data integrity; excellent writing skills with specific attention to detail. Excellent customer service skills; flexibility with their approach to delivery of work; excellent analytical and research skills. Must be able to innovate and suggest novel approaches to address HC goals and objectives; exceptional organizational skills and the ability to handle multiple priorities Proficient in Excel, Visio, Microsoft (MS) Project, and PowerPoint. Must be able to obtain and maintain the government-required security clearance.
