About the Position

This is senior level professional staff and administrative work in a personnel program area such as classification and compensation, recruitment and examination, employee and labor relations, training and career development, and/or benefits and retirement. Incumbents assist a Human Resources Manager or higher-level supervisor in the specific assigned personnel program area(s). Position incumbents may lead and/or provide technical guidance to subordinate positions in conjunction with specified projects. Personal contacts include other staff members to exchange information, coordinate assignments, and resolve problems. Contacts are also made with upper management, supervisors, and employees in other County departments to obtain information or inform departments about personnel policies and procedures. Other contacts occur with representatives from agencies or organizations outside County government to conduct research, obtain guidance, provide information, and participate in recruitment events. Incumbents in this class occasionally counsel employees or job applicants, but direct service or assistance to the public is limited.

An incumbent in this class is responsible for developing and applying the knowledge, skills and abilities necessary for performing recurring assignments in a specific program area within the Office of Human Resources Management or assigned Department/Agency. Such positions work with a considerable degree of latitude for independent judgment, action, and initiative when expediting complex personnel work assignments and projects. Work is evaluated through conferences, completed reports, and projects by a Human Resources Manager or an equivalent supervisory position. Guidelines include previous studies, projects or precedent situations which the employee adapts in applying to new, but similar work situations. The complexity of the work is marked by duties that involve analyzing data or situations to determine an appropriate course of action within a well-defined and delineated area of concern. About the Agency The Housing Authority of Prince George's County, Maryland (HAPGC) provides Prince George's County residents with low-to-moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards. The HAPGC also provides its participant families with programs that encourage them to become self-sufficient which may potentially lead to homeownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County. Examples of Work Involves planning and conducting classification studies of a variety of occupational classes, collecting and analyzing salary data, conducting a range of special classification or compensation related assignments and processing appeals of classification decisions. Involves the development and implementation of recruitment strategy, examination development and administration, and analysis of applicant qualifications in support of the County Government's hiring and promotional processes. Assists a Human Resources Manager or supervisor in the performance of professional employee relations work by investigating, analyzing and processing employee complaints and grievances, and administering such programs as affirmative action, service awards, and employee assistance. Involves the development and implementation of collective bargaining strategy in the negotiation of labor agreements and the carrying out of the meet and confer process; administers the contract grievance procedure and reviews all adverse actions for merit and procedural consistency. Involves the development, administration and evaluation of equal employment opportunity, individuals with disabilities retraining, placement and accommodation, and career enhancement programs. Involves development and administration of training programs, assisting departments with specific/specialized training, administering tuition assistance program, educational leave requests, and administering the volunteer internship program. Involves development, maintenance and administration of the County's complete employee health and benefit programs, flexible spending accounts, various types of insurance, retirement, deferred compensation, pensions and investments. Performs tasks and duties willingly and cooperatively which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work. Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field Two (2) year of professional level human resources experience Any equivalent combination of relevant training, education and experience

Preferred Qualifications:

2-3 years of Human Resources Generalist experience in public service and/or Housing Authorities 2-3 years of experience with Electronic Position Review Board (ePRB) workflow process, SAP & NeoGov software

The effective date of the health benefits coverage is the

beginning of the month following a waiting period of forty-five (45) days from the date of hire.

After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
