Housing Choice Voucher Program Manager (Community Developer 4A),

grade A27 position within the

Housing Authority/Housing Choice Voucher Division. About the Position This is supervisory, professional principal work whereby incumbents perform a variety of assignments in the area housing development. Incumbents may supervise but must lead subordinate positions. This pivotal management-level position encompasses a diverse array of responsibilities, primarily focused on supervising a talented team of professional, technical, and administrative staff in the effective management and administration of the Housing Choice Voucher Program. The role is essential in ensuring strict compliance with an intricate framework of federal, state, and local regulations. In addition to compliance oversight, the incumbent will conduct comprehensive management analyses, offering insightful recommendations on complex administrative, programmatic, and budgetary matters to the Program Director. This position also plays a critical role in program administration, engaging in essential tasks such as monitoring operational performance, supervising staff, providing training to enhance team capabilities, coordinating various activities, planning strategic initiatives, and generating detailed reports. Through these responsibilities, the incumbent contributes significantly to the success and integrity of the Housing Choice Voucher Program. Work is performed under the general supervision of a higher-level position. Work performance is evaluated through conferences, completed reports, and overall contribution to the assigned program.

About the Agency The Housing Authority of Prince George's County, Maryland (HAPGC) provides Prince George's County residents with low-to-moderate incomes with safe, decent, and affordable housing. The HAPGC receives federal funds directly from the U.S. Department of Housing and Urban Development (HUD) to administer the Housing Choice Voucher program (HCV) and Public Housing Programs. Most of the affordable housing assistance is in the form of rental units that must meet rigorous housing quality standards. The HAPGC also provides its participant families with programs that encourage them to become self-sufficient which may potentially lead to homeownership opportunities. The Housing Assistance Division (HAD) and Housing Choice Voucher Division (HCVD) administer and implement the federal rental assistance and public housing programs for the County. Examples of Work Ensures the agency's comprehensive compliance with all applicable regulations, rules, policies, and procedures governing the administration of housing programs managed by the Housing Choice Voucher Division. Oversees client eligibility for various housing programs and manage the systems and procedures associated with waiting lists, applications, and program terminations. Ensures a robust understanding of the relevant regulations, administrative policies, and standard operating procedures is essential to guarantee uniform, efficient, and effective workflows within voucher program operations. The development of clear and concise administrative standards will be a priority. Operationalizes regulatory requirements and integrate federal, state, and local guidance, along with program updates, into forms, policies, agency structures, and staff protocols. Ensures the involvement for formulating policy language and standard operating procedures that comply with federal regulations and administrative policies within thirty (30) days of the establishment of new procedures or protocols. The position will also entail making recommendations for compliance-related operational modifications. Creates and delivers comprehensive, actionable guidance and training in response to program updates and regulatory revisions. Provides accuracy of information related to program integrity and its financial implications will be reviewed and monitored, with the intent of providing management with compliance-related insights into workflows and staff performance. Develops a comprehensive tracking systems will be undertaken, along with the compilation of statistical data, reports, evaluations, and actions taken to address issues of fraud and compliance. Data collection tools will be employed to capture critical information necessary for the detection of fraud and abuse. Serves as the Informal Review/Hearing Officer for grievance-related concerns. Oversees the daily operations of Lead Rental Specialists and Rental Specialists in the Compliance Department, ensuring alignment with departmental objectives and regulatory standards. Provides strategic supervision to promote effective program implementation and employee engagement. Conducts counseling sessions, manage personnel documentation, and initiate necessary personnel actions in accordance with protocols. Completes employee evaluations at least ten (10) working days before the due date, in compliance with County Personnel Law, to facilitate timely professional feedback. Delivers training on HUD regulations, administrative policies, and departmental guidelines to ensure knowledgeable service delivery. Provides guidance and follow-up counseling to address deviations from federal regulations, while maintaining up-to-date knowledge of Personnel Law. Encourages training and cross-training initiatives to foster open communication, creativity, and effective problem-solving. Reviews and interprets regulations to ensure compliance in reporting, documentation, and recordkeeping within the Housing Choice Voucher Division. Provides timely and accurate information and reports based on established schedules, enhancing operational transparency. Prepares and submits detailed reports to federal, state, county, and departmental officials as required, reflecting the organization's commitment to quality. Qualifications

Master's degree in business or public administration, social services, sociology, psychology, or other related field(s) Three (3) years of progressively responsible professional technical, analytical and developmental work experience One (1) year in a lead/supervisory role Any equivalent combination of relevant training, education and experience
