Position Description

This announcement will be used to fill the PromotionalOnly, Full-Time, Permanent, Program Specialist II position for the Department of Public Works, Bureau of Highways.

This position performs program management support work in the Bureau of Highways, executing operational programs, and requiring technical knowledge related to the Weeded Lot Program and other related assignments.

An employee in this class assesses programmatic functions and develops recommendations of alternative courses of action related to program goals, needs, metrics, and achievements. The employee monitors specific aspects of contracts and serves as a liaison between contractor and the department by receiving complaints and resolving problems concerning contract performance or compliance with terms. The employee develops strategies for complaint resolution in complex and sensitive issues, facilitating communication between the department, property owners, contractors, elected officials, and other agencies. The employee reviews and monitors pending and passed Federal, State, and local legislation and evaluates legislation for programmatic impact. An employee in this class drafts recommendations for modifications to existing policies and County Code regulations. Uses technological resources such as GIS and CMMS applications to collect, record, and evaluate data and prepare statistical and narrative reports and other documents. Monitors key performance indicators as well as monthly, quarterly, and yearly metrics.

This employee sets goals for service delivery and formulates and implements policies and procedures for processing Risk Management claims and FOIA requests to ensure effective service delivery. The employee Serve as programmatic support during emergency weather/snow operations and planning. These duties may entail assisting with the annual winter preparations, snow training, DOC activation support, or other related tasks as needed.

NATURE AND VARIETY OF WORK

The occupational field of program management work involves directing and carrying out assignments in support of the County's Weeded Lot Program and other assignments within the Bureau of Highways. An employee in this class utilizes knowledge of program management support and program subject matter principles, techniques, functions, regulations and procedures in planning, organizing, directing and evaluating or carrying out assignments in one or more programs. The employee independently plans and carries out the aspects of program development, implementation and evaluation, and resolves problems and deviations in accordance with policies and program practices. The employee adapts standard program practices and procedures to meet situations or cases not fully covered by existing guidelines, and modification of current guides. This position will execute the Weeded Lot Program by ensuring compliance to County Code, investigating violations, supervising a team of Inspectors, resolving customer disputes, overseeing contractor performance, and facilitating all other programmatic tasks. Additionally, this position will provide programmatic support for other tasks within the Bureau of Highways. These may include but are not limited to: processing all Risk Management claims, responding to incoming Freedom of Information Act requests, serving on various technical committees related to road ownership and CMMS functions, providing support during severe weather/emergency operations, and other programmatic tasks as assigned. Considerable knowledge of the technical aspects related to the Bureau of Highway's Weeded Lot Program Considerable knowledge of the principles, practices, and techniques of program development, implementation, and evaluation. Skill in the effective use of information technology, including Microsoft Office programs, specialized County CMMS applications; GIS, and specific technical IT programs. Ability to communicate effectively, both orally and in writing. Ability to deal tactfully, effectively, and equitably with people. Ability to attend meetings or perform work at locations outside the office. Minimum Qualifications

Education:

Graduation from an accredited four-year college or university with major course work in public or business administration or a related field. Experience : Two ( 2 ) years of experience in program management or another specialty area directly related to the specific position. Supplemental Qualifications

Preference will be given to candidates with the following:

Two ( 2 ) years of experience managing all aspects of a compliance-related program within the Bureau of Highways. Knowledge of current best practices and legislation related to the Weeded Lot Program. Two ( 2 ) years of experience conducting investigations related to work activities performed within the Bureau of Highways. One ( 1 ) year of supervising a team of Inspectors and monitoring their daily performance. Two ( 2 ) years of experience in utilizing County specific applications including VueWorks, and Geocortex.
