HVA Program Operations Support Analyst

We are seeking a proactive and detail-oriented HVA Program Operations Support Analyst to lead the strategic and operational execution of a federal High Value Asset (HVA) cybersecurity program. This role is central to identifying, assessing, securing, and managing systems and data deemed critical to national security, in full compliance with OMB memoranda, DHS directives, and FISMA. You will serve as a key liaison between internal stakeholders, cybersecurity teams, and federal oversight bodies, ensuring continuous program alignment with federal policy and evolving cybersecurity threats. Key Responsibilities: Lead the identification and prioritization of High Value Assets (HVAs) based on criticality, mission impact, and risk. Develop and maintain an up-to-date inventory of HVAs in accordance with OMB and DHS guidance. Facilitate risk assessments to identify vulnerabilities and threats to HVAs. Partner with security and IT teams to implement mitigation strategies and controls. Ensure program alignment with the NIST Cybersecurity Framework and NIST Special Publications (e.g., SP 800-53, SP 800-37). Create, update, and enforce HVA-specific security policies, standards, and operating procedures. Ensure compliance with federal cybersecurity directives including OMB M-19-03, OMB M-21-31, and DHS BOD 18-02. Oversee the implementation and tracking of continuous monitoring programs for HVA systems. Ensure compliance with FISMA and coordinate closely with FISMA compliance teams. Review, support, and test incident response plans specific to HVAs. Oversee the response to cybersecurity incidents impacting HVAs, including containment, recovery, and reporting. Represent the HVA program in interagency and internal meetings. Conduct awareness training for key stakeholders and technical teams involved in HVA operations. Serve as the primary liaison to DHS, OMB, and other federal entities on HVA-related matters. Prepare detailed reports for executive leadership and oversight bodies summarizing program performance, risks, and compliance status. Required Qualifications: Bachelor's degree in Cybersecurity, Information Security, or related field. (May substitute 8 years of relevant experience in lieu of a degree.) 3+ years of experience in cybersecurity, risk management, or information assurance. Exposure to federal cybersecurity programs and frameworks (e.g., FISMA, NIST SP 800-53/37). Experience working with or supporting HVA programs or other critical asset initiatives. Skills: Strong understanding of federal cybersecurity compliance policies and procedures. Experience with vulnerability assessments and risk mitigation strategies. Effective communicator with the ability to present technical content to diverse audiences. Demonstrated leadership and project coordination experience in a high-stakes environment. Preferred Qualifications: Familiarity with federal audit and compliance processes. Prior experience working with DHS, OMB, or similar oversight bodies on HVA initiatives. Understanding of emerging threats and critical infrastructure protections.
