Security Manager

Help plans, organizes, and directs activities of Plans and Programs Flight, ensuring security programs comply with legal and regulatory requirements and meet customer needs. Exercises supervisory management responsibilities. Represents the Flight with a variety of installation and functional area organizations. Provides advice and assistance to supervisors, managers, commanders and other personnel on the installation. Represents the Defense Force Commander at meetings, conferences, workshops, panels, etc. U.S. Citizenship Required Males must be registered for Selective Service, see www.sss.gov A secret security clearance may be required If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. This position is subject to provisions of the DoD Priority Placement Program The position is designated as a drug testing position. The incumbent is subject to random urinalysis testing as a condition of employment. Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays Shift work and emergency overtime may be required Employee must maintain current certifications Disclosure of Political Appointments Advance in hire may be authorized if there is demonstrable proof provided on your resume Leave accrual may be authorized upon request Work may require occasional travel away from the normal duty station on military or commercial aircraft. Desirable that incumbent has completed a bachelor's degree or AF officer IDE. Department of Defense Security Physical Security Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. This position is mission essential. This position is centrally managed. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices Knowledge of DoD, AF, MAJCOM, and wing missions, functions, and structure. Knowledge of security forces programs and governing policies, directives, instructions and procedures. Knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and evaluate results for the management and completion of programs. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of an organization. Ability to effectively manage and organize various program activities and tasks and be familiar with administrative requirements of the wing and MAJCOM. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
