Contracting Officer's Representative (COR) Branch Manager
You will manage/supervise subordinate CORs as they perform their duties as appointed and in accordance with Naval Sea Systems Command (NAVSEA) Contracting Officer's Representative Instruction NAVSEAINST 4200.17E. You will serve as the COR Branch Manager/Supervisor responsible for supporting NSWCPD major programs. You will plan and schedule work, and set priorities to assure effective and timely accomplishment of priority work. You will independently make assignments, set and adjust short term priorities, establish goals and objectives and provide guidance, oversight advice and instruction work or administrative issues to ensure timely and effective completion of work. You will develop performance objectives, conduct performance evaluations, undertake performance corrective actions, recommend appointments, reassignments, awards, disciplinary actions, and hear and resolve employee's complaints and grievances. You will oversee CORs who manage the review and approval of tasking to contractors working with program managers, manage and participate in contractor's performance reviews and manage the approval process for management plans. You will troubleshoot contracting, tasking and funding issues and monitor contract reports for consistency with technical and financial tasking and anticipated future tasking. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 or GS 11-12 level in the federal service or equivalent experience in the private or public sector managing contractor performance, contract oversight, and financial and technical compliance to support Technical Departments responsible for machinery programs for ships, submarine, and vehicle systems. There is no education substitution for this position.
