HERE This is a responsible and specialized position coordinating the operations of the Police Department's Purchasing Section. This employee is responsible for purchasing, tracking, and issuing a variety of materials, equipment, hardware, software, and add-ons for all sections of the Police Department. Facilitates the development of public trust and confidence in the City. This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency. ESSENTIAL DUTIES The following duties are illustrative of this position. The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Keeps the mission, vision and values of the City of Port St. Lucie and Police Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations. Processes and issues all departments' purchase orders, ensuring proper payment procedures are followed. Reviews and processes all procurement card transactions for compliance with City procurement policy. Reviews and processes all credit card expenses for the Police Department and ensures accurate account information. Determines, for all Police sections, what items qualify for payment, reconciles transactions to the statement, and processes all disputes. Coordinates with other City departments in requesting services, such as work orders for Facilities. Assists in budget monitoring. Maintains the Police inventory system with all equipment issued to police employees. Including new hires, transfers, promotions, retirements, and resignations. Accepts, verifies, and records all deliveries of equipment and supplies for the Police Department. Ensures cost-effective measures are followed in all purchasing activities. Analyzes current procurement activities and recommends improvements through more efficient procurement methods, e-procurement, privatization, quantity discounts, standardization, value analysis, or cooperative purchasing. Recommends replacement of equipment and other items when needed. Performs office management functions and coordination. Other duties as may be assigned. MINIMUM QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE
Possession of a high school diploma or an acceptable equivalency diploma is required. Graduation from an accredited college or university with an associate's degree with major course work in business, economics, marketing, or a related field is preferred. Minimum of one (1) year of experience working for a law enforcement agency or public sector required. Minimum of two (2) years of experience in accounts payable and purchase ordering related work required. Four (4) years progressively responsible experience in public or private purchasing for a wide variety of goods or services, involving direct contact with vendors, specifications, buyer/contracts experience in ordering, analysis, and detail for writing specifications preferred. Possession of a valid driver's license and maintenance of a clean driving record are required, with the ability to obtain a valid Florida driver's license within 30 days from the date of hire. KNOWLEDGE, SKILLS & ABILITIES
Thorough knowledge of the purchasing laws, regulations, and procedures established by the State and City. Knowledge of the purchasing needs of the department. Knowledge of the City's purchasing practices, procedures, and standard reference materials. Advanced knowledge of Microsoft Office, including Word, Excel, and Outlook, and various software applications, spreadsheets, and data entry. Knowledge of shipping methods and the ability to schedule the placement of large-scale orders for delivery against deadline dates. Ability to oversee and train department personnel on purchasing processes and procedures. Ability to prepare and interpret complex specifications and analyze quotes submitted by vendors. Ability to establish and maintain effective working relationships with employees, vendors, consultants, and the public. Ability to communicate in writing and orally and utilize written, verbal, and nonverbal skills for effective presentations, contract administration, and development of bid specifications. Ability to focus on the positive in every situation. Ability to stay centered when challenged. Ability to model respect for individuals, teams, and the organization. Ability to establish and maintain the trust and confidence of the department and the public. Ability to work under pressure and meet deadlines. Ability to follow through with assigned tasks.
