Civil Project Manager – Underground Utilities

Salary: $115,000 to $145,000

Location: Brea area.

About the Role

We are seeking an experienced Civil Project Manager with a strong background in underground utility construction for an Electrical Contractor who does around 60M. The ideal candidate will have experience overseeing large-scale infrastructure improvements and upgrades, managing civil underground utility projects from planning through completion. This role involves managing all phases of dry utilities (electrical, communications, gas) and wet utilities (water, sewer, storm drain), ensuring projects are delivered safely, on time, and within budget.

Key Responsibilities

  • Oversee planning, scheduling, and execution of civil underground utility projects, including both wet and dry scopes
  • Manage large-scale infrastructure upgrades, site development, and improvements for commercial, municipal, and private sector projects
  • Coordinate with engineers, inspectors, subcontractors, and utility providers to ensure compliance with plans, specifications, and safety regulations
  • Monitor project budgets, schedules, and quality control processes
  • Provide leadership to project teams, ensuring smooth communication and efficient workflow between field and office personnel
  • Manage change orders, submittals, RFI processes, and project documentation
  • Lead coordination for Horizon, wet placing, and other specialized underground construction activities

Qualifications

  • Minimum 5 years of experience as a Project Manager in civil underground utilities
  • Strong background managing both dry and wet utility scopes on large-scale projects
  • Experience with Horizon, wet placing, and other industry-specific underground methods preferred
  • Proven track record of managing budgets, schedules, and high-volume project portfolios
  • Excellent communication and leadership skills with the ability to work closely with clients and stakeholders
  • Proficient in construction management software and Microsoft Office Suite
