Summary

Under general supervision of the HR Director and in accordance with established policies and procedures, the HR Business Partner (HRBP) functions as a partner to benefit providers and team members and is responsible for the administration of Loretto Hospital’s benefit programs and activities including employee retirement, health, disability, and welfare plans and management of leaves of absence. Additionally, the HRBP will provide support with onboarding and offboarding activities and HR data and information management and reporting.

Essential Duties And Responsibilities

The following duties are typical for this classification. The HRBP may perform other duties as assigned to address business needs and/or changing business priorities.

Benefit Administration

Assist with the evaluation, analysis, and selection of employee benefit programs and performs as the liaison between employee benefit providers and the employees. Support communication of benefit programs to staff. Processes required documentation to ensure accurate record keeping and proper deductions. Lead and manage a variety of annual projects including, but not limited to, annual enrollment, ACA statements and filings, 5500 filings, non-discrimination testing, retirement plan and financial audits, miscellaneous governmental filings, and other projects as assigned; ensure accurate and timely completion of all projects. Perform utilization and costing analysis to understand the efficacy, desirability, and accessibility of employee benefit programs; recommend new programs, changes to programs, or cessation of programs and implement as approved. Develop and execute annual communication campaigns to support a variety of initiatives including annual enrollment and wellbeing. Manage day to day vendor interactions; work collaboratively to resolve issues while escalating complex or particularly sensitive issues to the next higher level. Maintain an understanding of current, new, and developing legislation and design trends affecting employee benefit programs; recommend changes to ensure continued compliance and value and implement as approved. Work collaboratively with HR management and Loretto Hospital’s insurance broker to continuously evaluate and modify benefit programs and operational processes to ensure that benefit programs are meeting employee needs and that operational processes are accurate and efficient. Develop and administer, as approved, a variety of financial and health programs to support the Hospital’s overall wellbeing initiatives. Ensures the accuracy of all benefits enrollments in the HRIS to provide vendors with accurate eligibility information. Manage all systems and records used in the administration of employee benefit programs; includes maintaining data integrity, ensuring successful data exchange, evaluating user experience, requesting, or delivering enhancements, recommending system changes, and participating in implementations. Respond to a variety of employee inquiries and identify opportunities to minimize employee issues through efficient eligibility operations, timely and effective communication strategies, and value-added vendor partnerships or solutions.

Compensation Administration

Define and develop a fair, equitable, and competitive total compensation and benefits structure that is aligned with the organization’s strategy and business goals. Ensure that compensation is compliant with current legislation (pay equity, human rights, etc.,). Benchmark jobs against survey data and other market intelligence to determine competitive compensation ranges for each job title. Responds to benefits inquiries from managers and employees on plan provisions, benefits enrollments, status changes, and other general inquiries.

HR Information Systems

Participates in the development and management of manual and computerized systems and enhancements to the current HRIS system and consults HR business partners for the development and maintenance of reports related to HR functions to leverage technology solutions to meet the needs of HR and users of HR information systems throughout the Agency. Arrange data in spreadsheets to perform calculations, find percentages and determine ratios. Analyze and interpret statistics to provide overview of findings. Processes new employee payroll set up and inputs and maintains HRIS records.

Compliance

Understands and adheres to Loretto Hospital’s compliance standards as they appear in the Compliance Policy, Code of Conduct and Conflict of Interest Policy. Keeps abreast of all pertinent federal, state and Hospital regulations, laws, and policies as they presently exist and as they change or are modified. Responsible for monthly reconciliation of all employee-related benefit products. Perform quality checks of benefits-related data. Maintains compliance with federal, and state laws and regulations, and recommended best practices; Assist in development and implementation of personnel policies and procedures; make recommendations for and maintain employee handbook. Review and process employee change forms to ensure that the HRIS database is current and accurate.

HR Support

Assists with new hire orientation and employee recognition programs.

Performs other related duties as assigned.

Extensive knowledge of group benefit plans and applicable federal and state laws and regulations (e.g. FLSA, ADA, EEO, HIPAA, Section 125, ERISA) Proficient with Human Resource Information Systems (e.g. Paycom, Paylocity, ADP). Strong organizational and time management skills. Proficient computer skills (Internet, Meditech, MS Excel, MS Word). Excellent written, oral, listening, and interpersonal skills. Must have ability to learn quickly and work in fast-paced environment. Must be able to think logically and critically to make decisions based on the ask.

Education And/or Experience

Bachelor’s Degree in HR, Business Administration or Management, or related field. Minimum 5 years of benefit administration experience. Previous experience working in healthcare preferred. CEBS, PHR or SHRM-CP Certification preferred. Excellent written and verbal communication skills. Recent experience with ADP platform preferred. One to three years of experience as a compensation analyst is preferred.

While performing the duties of this job, the incumbent is regularly required to talk and hear, sit, and use hands to finger, handle or feel, stand, walk, reach with hands and arms, and stoop, kneel, crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision.
