Description
The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and FamilyServices. OIG has six Divisions, Division of Regulated Child Care, Division of Health Care, Division ofTelehealth Services, Division of KY Health Information Exchange, Certificate of Need, and Division of Auditsand Investigations. These Divisions cover a wide variety of job tasks and duties in varied settingsthroughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services,and conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud andother types of complaints for the Cabinet. OIG is also responsible for managing Kentucky's Health InformationExchange, which is the technical infrastructure or network that enables doctors, hospital staff, and otherhealthcare providers to electronically share patient health information so that providers are more quicklyinformed and have access to a patient's comprehensive health history.
The Office of Inspector General is the investigative arm of the Cabinet for Health and Family Services. TheDivision of Audits and Investigations conduct numerous types of investigations which requires criticalthinking and research into various Cabinet policies and procedures as well as State and Federal laws. Our mostvital role is to safeguard the assets of the Cabinet. We do this by both investigating and preventing againstwaste, fraud, and abuse. Our investigationsprotect and preserve important Cabinet programs such as SNAP and Medicaid as well many others that our mostvulnerable citizens depend on every day. Our office is also responsible for employee and Cabinet contractorinvestigations to maintain the integrity of the Cabinet. The Division is also responsible for enforcing theKentucky Controlled Substances Act as outlined in KRS.218A.
The Program Coordinator position in the Drug Enforcement and Professional Practices Branch coordinates theactivities of stakeholders engaged in implementation and administration of the Kentucky All SchedulePrescription Electronic Report (KASPER) and Ambulance Service Programs.
Responsibilities include but are not limited to the following: Coordinates and supports activities of program staff, licensure boards, advisory boards and/or serviceproviders engaged in implementation and administration of program objectives. Prepares, reviews, processes and recommends approval of EPCS waivers, KASPER account applicationsand other program implementation. Enters and tracks CS theft and loss reports and ambulance service complaints. Writes, edits, and coordinates development of promotional materials, educational materials, trainingmanuals, compliance letters, and other programmatic documents, as appropriate to the program. Organizes, attends, and participates in program implementation meetings with internal and externalpartners. Facilitates communication and outreach to partners regarding implementation of program goals. Responds to programmatic inquiries from the general public, governmental officials, or otherjurisdictions. Interprets statutes, regulations, policies, and procedures to program implementation staff,prescribers, licensure boards, general public, and other program stakeholders. Performs analysis of program support needs and recommends policy and procedural modifications. Reviews records and reports submitted by program recipients or agency staff for compliance with legal,regulatory or policy standards. Communicates procedural or program changes to program staff, contractors, recipients, and otherstakeholders. Attends and coordinates professional meetings, civic meetings, or other meetings to gather ordistribute program or technical information. Coordinates information sharing to ensure the use of best practices, methods, messaging, and guidancetools for stakeholder outreach and engagement. Performs other duties as assigned. Skills and Expectations include but are not limited to the following:
Excellent interpersonal skills with the ability to communicate effectively and respectfully with people ofdiverse backgrounds and in diverse settings. Ability to be flexible with work schedules, work assignments, and overtime needs. Excellent writing and speaking skills. Proficiency with use of computers, tablets, smart phones for daily tasks. Proficiency in using Microsoft Office Word, Excel, Outlook, and Teams. Prefer experience in creating and coordinating informational materials. Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in management or administration.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.

Working Conditions
Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
