The Early Childhood Education and Care Department was established on July 1, 2020. The Department's aim is to create a more cohesive, equitable, and effective early childhood system in New Mexico. That means coordinating a continuum of programs from prenatal to five and ensuring that families in every corner of the state can access the services they need.

Why does the job exist?

This position serves as a strategic data and policy analyst within the Early Childhood Education and Care Department (ECECD), driving informed decision-making and operational excellence in human resources. By leveraging data insights and conducting targeted policy reviews, the role ensures compliance with federal and state regulations, promotes consistency across the agency, and aligns HR practices with ECECD's mission, vision, and strategic plan.

How does it get done?

This position will be responsible for running monthly Human Resource (HR) reports for the agency for analysis such as the Employee Database report, vacancy reports, and organizational listing and will analyze reports to find areas of improvement. This position will be responsible for development of Key Performance Indicator's (KPI's) for the bureau as well as the development, implementation, and maintenance of the HR electronic content management system. In addition, this position will analyze agency human resource policies to determine whether they match objectives, review and amend policy drafts, and suggest improvements to existing policies.

ECECD leadership, bureaus, staff and community stakeholders.

Ideal Candidate

The ideal candidate will have two (2) or more years of experience with the Statewide Human Resource, Accounting, and Reporting (SHARE) information system, should have three (3) or more years of experience working with administration and management principles and personnel and human resource principles.

Minimum Qualification

Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. Direct client interaction and some travel may be required.
