Gambling Commission Career Opportunity The IT Business Analyst serves as the agency's IT Business/System Analyst and is responsible for analyzing and documenting systems business requirements and developing designs that meet customer, and stakeholder needs and improve existing processes. As the Gambling Commissions

IT Business Analyst , you will provide consultation and business expertise for the analysis, documentation, design, configuration, testing and implementation of applications systems agency wide. You will serve as the liaison between the business and technical teams to make sure everyone meets the business requirements and expectations. You will also help stakeholders clarify their business objectives and requirements and communicate these ideas to the appropriate teams for technical solutions and to improve existing processes. Some of what you will do: Provide business and systems analysis for mission critical applications and systems for the Gambling Commission's IT modernization program. Analyze current and requested system functionality to identify risks and gaps, including providing alternative solutions and making recommendations. Independently decide the best approach to conduct analysis activities by applying the Business Analysis Body of Knowledge (BABOK) techniques. Facilitate definition and elicitation of business requirements using an incremental and iterative approach (Agile methodology). Independently meet with business subject matter experts to clarify, refine, and validate business requirements. Translate business needs into business requirements documents, technology specifications, functional needs, and use cases for implementation. Convert requirements into various types of models or diagrams using the BABOK techniques (i.e., process mapping, decision tables, value streams and data flows) to describe aspects of the requirements. Serve as the primary liaison between business users/stakeholders and technical staff. Participate in project governance and technology and business projects. Lead system analysis for planning, conducting, coordinating, and monitoring software quality assurance efforts (Software Testing). Participate with other IT specialists in root cause analysis, including application of business rules, workflow issues, and internal/external interfaces. Serve as the agency's Information Technology Accessibility Coordinator.

Qualifications

We're looking for an investigative, curious-minded, and excellent communicator to join our team. An IT Business Analyst, with a combination of technical expertise and soft skills to serve as the liaison between various stakeholders and technical teams.

This position requires a proficient level of understanding of computer systems, IT, and business processes to perform the required business analysis.

Bachelor's degree in computer science or closely related field

OR Four (4) years of demonstrated experience of information technology such as consulting, analyzing, designing, programming, installing, and/or maintaining computer software applications hardware, telecommunications, or network infrastructure equipment, directing projects, providing customer or technical support in information technology; or administering or supervising staff that performed work in any of these information technology disciplines.

OR A combination of education and/or relevant IT experience. A year of Industry experience could be substituted for a year of educational experience. Required Experience

A minimum of three (3) years of progressive experience in requirement elicitation and management of requirements, and documenting technical and functional requirements, software specifications and system diagrams Demonstrated aptitude for leading requirement elicitation and documentation standards in Agile and Waterfall development environments in Major IT projects. Demonstrated experience troubleshooting malfunctions and failures of highly complex applications and systems and participating in defining mitigation and resolution strategies. Demonstrated ability to analyze highly complex, high visibility technical issues and requests, and presenting concise, relevant, and well-documented findings in alignment with industry best practice as well as internal policy and procedures. Desired/Preferred Certification of Competency in Business Analysis (CCBA) or Certified Business Analysis Professional (CBAP) Certification or other comparable certifications for business analysis. Experience applying the Business Analysis Body of Knowledge (BABOK) technique. SQL, Visual Studio Team Services (VSTS)or Team Services Foundation (TFS) or similar tools for requirements management. Applicants must be willing to undergo and be able to pass an extensive background investigation, which includes a criminal history check, credit check and fingerprinting. Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Vacation (Annual Leave) Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
