The State Treasurer serves as the chief banker and investment officer for the State of New Mexico. As such, the State Treasurer's Office provides cash management and banking assistance to state agencies, validates bank activity, acts as the paying agent for state-issued bonds, manages and invests the state's operating cash and the state's bond proceeds, manages and invests the New Mexico Local Government Investment Pool on behalf of New Mexico's local governing entities, administers New Mexico's Achieving a Better Life Experience (ABLE) and retirement savings programs, and enforces the state's collateral policy on financial institutions holding state money.

Why does the job exist?
This position provides support to the Investment Transaction Bureau within the Cash Management Division. This position provides financial analysis for investment transaction management to ensure State investments are accounted for, monitored and reported correctly.
How does it get done?
This position performs thorough analysis and research involving financial investment portfolios and pools. It is responsible for accounting for investment transactions and analyzing investment activities to provide accurate cash inflow/outflow availability to portfolio managers. This role includes managing multiple funding sources, overseeing the movement of funds, and preparing investment activity projections. Additionally, it requires a high level of accountability in accounting and auditing functions, ensuring compliance with applicable rules and regulations.
This position involves multiple funding sources within a diverse number of investment portfolios which contain a high level of accountability, sensitivity, and responsibility. This position accounts for and processes investment transactions into the investment accounting system/ custodian bank, this position posts and distributes earnings to STO portfolios and processes cash transactions for distributions and investment activity, compiles and submits local government investment pool activity to rating agencies, memo postings to custody bank, monthly bank reporting to the Cash Management Division. May assist local governments who are placing funds within STO for overnight investing and/or within the Local Government Investment Pool (LGIP)
This position provides input and support in resolving administrative problems within the financial systems, provides support to staff in problem resolution and data corrections, evaluates data processes associated with operational activities. This position also provides support within the state agency and will provide coverage and assistance to the Investment Transaction Bureau Chief. Repo Coordinator and LGIP Coordinator to make sure essential functions are completed.
This position provides a high level of customer service and support to internal colleagues through team collaboration within the State Treasurer's Office, as well as to external customers, including the States fiscal agent bank, custodian bank, state agencies, and local governments.
Who are the customers?
The job serves the State Treasurer, the Investment Division, state agencies and local governments placing funds with STO for overnight investment, local governments and tribal entities that invest in the Local Government Investment Pool. The position also works closely with the State Treasurer's Office external banking partners.
Ideal Candidate

Minimum Qualification
Bachelor's Degree in accounting, economics, finance, or business administration and three (3) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some overtime and schedule flexibility may be required. Some travel may be required.
