Operations Research Analyst
An Operations Research Analyst conducts management, operational and organizational studies to identify and resolve operating problems and monitors, evaluate the effectiveness of City government services and provide a resource for strategic, fiscal and operational planning. Work of this class may involve supervising administrative analyst and fiscal personnel. Incumbents receive general supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office and at work sites where the employee is exposed to uncomfortable environmental or hazardous working conditions. Work requires minimal physical exertion. Minimum Qualifications: On or before the date of filing the application, each candidate must: Education: Have a master's degree from an accredited college or university including advanced courses in public administration. AND Experience: Have two years of experience in operations research, systems design, business process reengineering and other management analyses. OR Equivalency Notes: Have a bachelor's degree from an accredited college or university including advanced courses in public administration and four years of experience in operations research, systems design, business process reengineering and other management analyses. Knowledge, Skills and Abilities: Knowledge of the principles and practices of budget, management, operational and methods analysis. Knowledge of the principles and practices of public administration in a large organization. Knowledge of the principles and applications of computer spreadsheets, databases and presentation software. Ability to synthesize data from a wide variety of sources. Ability to comprehend and define complex problems and prepare solutions or arguments. Ability to work with mathematical statistics, mathematical probability and application, experimental design, statistical inference, and econometrics. Ability to construct mathematical and computer models for use in analysis and forecasting. Ability to write reports, critical recommendations and presentation materials. Ability to communicate effectively and to enlist the cooperation of others. Ability to read and comprehend complex technical, fiscal and legal materials. Ability to handle multiple projects and changing priorities. Additional Information: Background Check: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. Probation: All persons, including current City employees, selected for this position must complete a mandatory six-month's probation.
